Research On The Military-Civilian Integration In The Life Span Of Weapons And Equipment

The integration of military and civilian development is a realistic requirement for overall planning of national defense economic construction and national economic construction.With the increasing content of science and technology in weapons,the advanced level of military technology has a direct impact on national security.As an important military product consumption,weapons and equipment can exert the spillover benefits of military technology by carrying out civil-military integration,and at the same time actively draw high-quality social resources into the field of national defense to reduce the development of repetitive technologies.Therefore,this paper takes the whole life of weapons and equipment as the research entry point to study how to promote the development of civil-military integration at different stages,understand the material carrier and fusion mode of civil-military integration,and improve the efficiency of integration.According to statistics,more than 85 percent of military technology can be converted into civilian technology,with an important foundation for civil-military transformation and integration.At present,there are some differences between the development of military and civilian integration in China and the expected goals.There are still many questions to be answered.For example,what factors restrict the in-depth development of military-civilian integration,and what reasons drive the enthusiasm of the integration subjects of "military-civilian conversion" and "civilian military participation",etc.,all of these need to be analyzed from the perspective of economic theory.There are altogether eight chapters in this paper.From the existing literature,it is rare to use Marxist political economy to analyze the military-civilian integration.This paper takes political economy as the theoretical basis and researches from the following aspects.Chapter One,introduction.This paper mainly introduces the background and research ideas of civil-military integration.Chapter Two,concept definition,literature review and theory combing.This chapter will define the relevant concepts in this paper,determine the analysis objects and problems of this paper,and sort out the currently published literature on civilmilitary integration,introduce the economic theories used in the literature,and then comment on relevant literature and theories on civil-military integration to clarify the main methods used in this paper.Chapter Three analyzes the civil-military integration model in developed countries.This chapter is an overview of the civil-military integration development path between the United States and Japan.To sum up the civil-military integration model in the United States,Congress and administrative agencies cooperate with each other.Congress issues laws and regulations to give the federal government the power to promote civil-military integration.The federal government helps enterprises through the implementation of various programs and policies.Japan's military research and development ability is basically "deposited" into private enterprises.The military procured the developed products of private enterprises on a large scale and transmitted the military expenditure to the social economy.This chapter USES the two figures released by the institute of the Stockholm international peace,the empirical test of the United States and Japan national defense military spending influence on per capita GDP,the results prove that the two countries to build a military system,although is not the same,but in different ways of civil-military integration will be the economic effect of military expenditure to society,to play defense economic benefits.Chapter Four,the development path of China's military and civilian integration.This chapter mainly summarizes the practice of Military and civilian integration in China and the different stages of the whole life of weapons and equipment,thus laying a foundation for the next key analysis of the development of military and civilian integration in the whole life.Chapter Five,the analysis of military and civilian integration in the early stage of the whole life of weapons and equipment.The main reason why weapons and equipment can continue to participate in the production process lies in the richness and tradability of material carriers,which makes it possible to realize surplus value.The difficulty of civil-military integration lies in the poor integration caused by the alienation of military standard and civilian standard standards.In this chapter,LotkaVolterra model is used to establish the difference models of military standard and civilian standard in three different situations,providing reference for the project approval and design of military projects in the early stage.Chapter Six,the analysis of military and civilian integration in the middle stage of the life span of weapons and equipment.Since the reform and opening up,the initiative of enterprises in the social field has been released.This chapter constructs VECM model to empirically test the positive and sustainable influence of technology transaction amount in the social field on the economy,which is the premise and basis for the cross-regional integration of military and civilian.In order to carry out the "civilian army" in the whole life of weapons and equipment,it is necessary to adjust the production relations,and the defense industry will be an important part of the social division of labor.Similarly,high-quality enterprises generated through competition in the social division of labor strive for the procurement contract of the national defense department with technological innovation as a comparative advantage as part of the national defense division of labor.This chapter also USES the principal-agent contract model to analyze what needs to be paid attention to in the process of cooperation between military and social enterprises.The double-track integration and interaction between the defense field and the social field can make up for the structural scarce technology under the insufficient investment of military expenditure in the dynamic competition.Chapter Seven,the analysis of military and civilian integration in the later stage of the whole life of weapons and equipment.The core of "military to civilian" integration lies in the transfer of military technology from the field of national defense to social production departments and the continuation of the use value of military technology.China's current "conversion" is mainly composed of mainly subordinate enterprises of the state-owned enterprises,this chapter USES evolutionary game theory to analyze the under different conditions,how to achieve a game balance of military research units and social enterprises,and in the fifth chapter three different conditions of military standard with the standard classification,the combination of path choice for "conversion".Finally,China's military and civilian integration is different from the civil-military integration development path of developed countries,mainly depends on the Chinese military and civilian integration of micro economic agents shall be the responsibility of the military industry group,and war industry group as the important state-owned enterprises,a universal sharing,increase social common interests,it is also the important purpose of China to carry out the civil-military integration strategy.Chapter Eight,conclusions and policy recommendations.The main conclusions of each chapter are summarized and corresponding Suggestions are put forward.The research conclusions of this paper are as follows:First,the special nature of weapons and equipment determines the continuity of the production process.Modern national defense requires more ability to absorb and coordinate resources.In the past,the military purchased from military manufacturing enterprises as the last link in the production process and completed production and consumption.Military and civilian integration is to increase the value of equipment realization channels.Technology to participate in the production process is important the surplus value production and implementation of the carrier,to promote military technology as a means of production to participate in the production cycle of national economy system,through technology "people join the army" and "conversion" mode,production process will continue.Secondly,under the division of labor,production relations are adjusted and crossdomain integration is promoted.The civil-military integration in the whole life of weapons and equipment is to make resources not limited to the bureaucratic flow of administrative orders,but also to enhance the horizontal flow of resources in the military and social fields.The two systems have the basis of technology fusion,and the internal catalytic reaction takes place under the cross-domain fusion.Complementation and competition exist between different systems,and cross-domain fusion will play a catalytic reaction,stimulate the production and distribution of surplus value,and optimize the allocation of resources.Thirdly,military technology spillover has been transformed into a nationwide sharing mechanism.Through evolutionary game theory,this paper classifies how different types of technologies can effectively implement civil production to realize the increase of social welfare,enhance the transfer of productivity to the civil field,and fill the technical needs that are difficult to reach in the social field.In the integration of cross-domain systems,the catalyst stimulates better innovative technologies and reduces the search cost for the military.Different from the private ownership of military industrial groups in capitalist countries,the integrated development of China's military and civilian is dominated by state-owned enterprises dominated by military industrial groups.The production and realization of surplus value reflected in the "conversion of military to civilian" is based on the adjustment of production relations under the interests of the whole people,and the surplus value will finally be shared by the whole people.
