An Exploration Of Economic Rationality In New Public Management Theory

The development of new public management theory has brought unprecedented changes to the reform of western government management mode.The central problem of new public management is economic rationality.Based on the interpretation of the connotation of economic rationality,The article analyzes the economic rationality in the new public management theory,and focuses on the criticism of economic rationality in the new public management theory,and thus we can see its enlightenment to the construction of public management theory and China's administrative reform.This paper is divided into four parts.First,it expounds the rationality of economics in new public management.the formation and development,meaning and essence,the basic characteristics of new public management are analyzed,and the core issues are analyzed.Secondly,it analyzes the economic rationality in the new public management theory,that is,the human nature hypothesis of "rational economic man",the management idea of "marketization orientation",the value goal of "economy,efficiency and benefit",and analyzes the value of economic rationality in the new public management theory.Thirdly,it systematically criticizes the economic rationality in the new public management theory.One is the criticism of the human nature hypothesis of "rational economic man",mainly criticizing the complete rationality,egoism and one-sided abstraction in "rational economic man";The second is the criticism of the market-oriented management concept,mainly criticizing the privatization of the public sector has given up the government's public service function,the improper worship of the market causes the loss of the publicity of the public sector,the citizens as "customers" damage to the equal rights of citizens;The third is the criticism of the value goal of "economy,efficiency and benefit",which mainly criticizes that instrumental value oversteps the objective value,economic value gives priority to social fairness and justice,and results-oriented value ignores the humanistic value in the process.Finally,the enlightenment of the study of economic rationality in the new public management theory is considered.In terms of theoretical enlightenment,public management theory should abandon "rational economic man" and appeal to the construction of a complete view of human nature.The relationship and limit between government and market should be clarified.We should construct multiple management objectives based on public value.From the practice of China's administrative reform,the enlightenment of the new public management theory to the study of economic rationality lies in: China's administrative system reform must adhere to the people-oriented;Prevent excessive market and achieve the public interest.Therefore,the study of economic rationality in the new public management theory will help to promote the development of public management theory and China's administrative reform has important ideological enlightenment significance.
