Research On The Application Of Evaluation Results After The Implementation Of Intra-party Regulations

With Chinese characteristics system development has been increasingly improved,and the inner-party laws and regulations began to merge with the national law.This dual rule of law system has remarkable characteristics,but also shows that the party rules are of high importance.Paying attention to the relevant evaluation work after regulations can well optimize the regulations and adapt to the development of the times.The evaluation work is the most critical and final part in the regulations.The evaluation results can be applied to the follow-up activities of "legislation,reform and abolition" of relevant laws and regulations,and play a key role in whether the purpose of the evaluation can be realized.However,from the current evaluation practice,the current relevant evaluation results can not be well used,there are more practical difficulties and face more obstacles,which also has a significant impact on the evaluate the implementation of the system.Therefore,it is necessary to conduct in-depth research on the evaluation after the regulations.Based on the base theory,this paper further explain to the horizontal investigation,deeply analyzes the application problems and reasons of the post implementation evaluation results from a diversified perspective,and then gives the corresponding countermeasures and improvement mechanism on this basis.Firstly,based on the basic theory of application of evaluation results after regulations,this paper makes analysis from the value and basic principles of application of evaluation results after implementation of intra-Party regulations.The application value of evaluation results after implementation is reflected in tool value and function,mainly in the following three aspects: An important way to bridge the relationship between the party and the masses,an effective way to improve the quality of inner-party regulations making and an important standard to measure inner-party regulations evaluation;According to the basic theory of inner-Party democracy and the basic principle of minority subordinating to majority,the basic principles of the application of the evaluation results of inner-Party regulations after implementation will provide a scientific basis for the "establishment,amendment and abashment" of inner-Party regulations in the future.Then,this paper tries to analyze and summarize the difficulties in the application of the evaluation results regulations,and expounds the difficulties encountered by in-Party regulations from three levels: ideological level,mechanism level and practice level,which also involves the deep reasons behind the difficulties,including the following points: At the ideological level,the ideological concept of inner-party law making institutions has been deviated,so the application of inner-party laws and regulations is not paid enough attention;At the level of mechanism,it is reflected in imperfect system,insufficient participation of party members and imperfect supervision;In practice,the incomplete assessment information of the third-party assessment institutions leads to the limitation of the assessment results issued,which reduces the quality of the "establishment,amendment and abolition" work of the Party's regulations in the future.Finally,in view of the problems and causes caused by the application of the evaluation results,various improvement strategies and feasibility suggestions are given from different perspectives,from perfecting the system mechanism of the application of inner-Party regulations to perfecting the normative basis to improving the relevant supporting measures.To perfect the system mechanism,we should construct a relatively complete result application mechanism by perfecting the main body mechanism and application mechanism.Improve the standard of the regulations based on the evaluation rules formulated by the central and provincial local party committees;Relevant supporting measures to improve the party member participation system,information disclosure system,supervision and accountability system,incentive reward and punishment system.This paper,the inner-party laws and regulations after the evaluation result in the problems produced by using as the breakthrough point,through theoretical analysis,and analyzes on the causes of these problems,,with the result of the use of questions to carry on the corresponding solutions,make the evaluation system to get more efficient operation,to achieve the objective of the evaluation system in the end.
