In the five socialist countries at present, the Communist Party Of Vietnamis a communist party develop faster, and powerfully except the CommunistParty Of China. In the Drastic Change in Soviet Union and East Europe, theCommunist Party Of China and Communist Party Of Vietnam both held theirown positions, and both parties grown continually with their bipartisan reformand opening up.Inter-party relations has always been a major issue in the history ofinternational communist movement, in the world today, the inter-party relationsbecome more and more important. Reviewing and combing the history of thebipartisan relations, rethinking the twists and turns of the two parties’ relations,and summarizing the experience and lessons to promote further development ofrelations between the two parties and through the two parties to explore thesolution of some problems and contradictions between the two countries, evencommitting to the development of world socialism are of great significance.The two parties walked through together more than eighty years’ ups anddowns, ever had “the comrade add brother” intimate relationship, also had“declaring war against each other”,brothers became enemies, but finally buriedthe hatchet, shook hands and normalized their relations. During this process, thebipartisan relationship changed from dominant ideology to national interestsfirst, the interactive aspects of party-state relationship experienced the evolutionthat from the bipartisan relationship precede to the relationship of two countries,the bipartisan relationship promoted the relationship of two countries, to therelationship of the two countries was higher than the bipartisan relationship.In the revolution and construction before1969, both parties, according tothe judgment of “the Characteristics of the era is revolution and war”, placed thecommon interests (Overall interests of international communist movement andworld proletarian, the interests of the brother party)which formed based oncommon ideology above the national interests. The two parties carried forwardthe proletarian internationalism Vigorously, supported and cooperated with eachother’s revolution and construction actively, constructed “the comrade add brother” intimate relationship,which dominated by and based on commonideology.In the1970’s to mid1980’s, the relationship of the two partiessuffered setbacks, the contradiction between the two parties is intensified, andfinally the Sino-Vietnamese border war broke out. During this period, with thechange of the Characteristics of the era and the home and abroad environment,and transformation of the identity of the two parties, the two parties are aware ofthe importance of national interests increasingly. The attraction of the commonideology in the inter-party relations was weakening. And the tension of theConflict of the national interests was increasing. The bipartisan relationship waschanging from dominant ideology to national interests supreme.After themid-1980’s, the bipartisan relationship was gradually normalizing. In theinteraction, the two parties both can treat the ideology correctly. According tofour principles guiding the inter-party relations, the two parties taken thenational interests as the highest criterion to normalize the inter-party exchangesThis paper, based on historical, comparative, and referential approaches,viewed on the ideology and national interest, Combed the contact history of thetwo parties, Outlined the history and characteristics of the development of thebipartisan relationship, dissected the factors that affected the developmentdirection of the bipartisan relationship. Through analysis and synthesis, somehistorical experience of the bipartisan relationship are summed up. And based onthe experience, this paper proposed “three faces” to promote the bipartisanrelationship’s future.
