The Perfect Path For The Construction Of Grassroots Smart Courts

In the 21 st century,mankind has entered the era of rapid development of information technology,which also challenges the traditional way of judicial trial.Once upon a time,the single public service system established by the government departments was not enough in the face of people's increasing demand for judicial services.It is urgent for the judicial department to take the lead in expanding and improving the functions and types of judicial services,and "smart court" is proposed in the face of this phenomenon.In 2016,the Supreme People's court formally introduced the concept of "smart court" into the vision of the national four level courts,and proposed to build the National Smart court at all levels in an all-round way.At the present stage,the smart court is to continuously strengthen and improve the development and application of legal data intelligence,which can serve the judges and the people,and provide strong support for the modernization of the legal system and the improvement of the trial processing ability,and the promotion of justice for the people and judicial justice.The grass-roots court is the court that receives the largest number of cases and the people go to the most.How to make the grass-roots court achieve the level of justice for the people and justice needs to speed up the construction of grass-roots wisdom court.Based on public management,through literature analysis,case study,field investigation,inductive analysis and other methods,this paper analyzes the achievements and problems of Changxing County People's court in the construction of smart court from the aspects of service content,achievements and importance of smart court construction,taking Changxing County People's court in Zhejiang Province as an example.From the perspective of the architecture and implementation content of Changxing County People's court smart court,it reflects the separation of application system and intelligent case handling platform.In addition,it also finds that the internal data of the court is unbalanced,as well as the problems of insufficient use of intelligent functions and intelligent judicial management.After in-depth analysis,it is concluded that ideology is not synchronized,lack of top-level design and integrity According to the design requirements of the Supreme People's court,some suggestions are put forward,such as strengthening the ideological construction,strengthening the top-level design,improving the application level of smart court,strengthening the cultivation of talent team and so on,as well as introducing the most cutting-edge ideas and technologies of court informatization development,such as "dispute resolution code",With the latest information concept and Internet technology,boost the development of smart court,carry out comprehensive construction in a new mode,and promote and realize the modernization of trial system and trial ability.
