The Problems And Countermeasures Of Informationzation Construction Of The Grassroot Courts In Jiangsu Province

With the rise and mature of network technology, the information technology work of courts in our country are rapid developing in recent years, the information construction in grassroots courts especially in county courts is also started. Court information technology construction plays an important role in improving court efficiency, improving judicial services, promoting open justice, promoting clean government and so on. Since the grassroots courts bear the implementation and trial of more than 90 percent cases of the National Court, therefore the information construction of county court has more apparent fundamental significance.This paper points out the research background, significance, main contents of the article and research methods. Then it introduces the basic content and meaning of the information technology construction of court and the development of information technology of foreign grassroots courts, and introduces the main work of the Court information construction; and after that it using examples to describe the development of information technology of grassroots courts at the county level. By finishing analysis, we can get the practical significance of the Court information technology construction. After that we analyzed the problems in information construction of county court, including the lack of awareness of court information technology and knowledge; the financial difficulties of grassroots courts information construction; the low level of court information application and the lack of content; the inconvenience and high costs of maintenance and management; the low quality of personnel, the lack of professional teams and the undeveloped external application environment of information technology, etc. To solve these problems, appropriate measures are proposed in this paper: the awareness, the planning and the management of court information technology construction should be strengthen; its efforts should be intensified and unified, the level and the performance of information should be gradually increased; the operation and maintenance of the court information system should be established as soon as possible; We are supposed to strengthen personnel training and the introduction of talent, to strengthen the building of information technology team, and increase capital investment to protect the construction and application of information technology of the county court; at the same time we should pay attention to the court information technology innovation.The construction of the court information technology is an important way to improve the working efficiency of courts and enhance the management level of the court, and it is the inevitable trend of modern development of court. With the continuous development of the global information technology, the substantial increase of Chinese economy, culture and the level of education, and the promotion of county culture and economy, grassroots courts information technology will continue to improve and being mature.
