Research On NIMBY Conflict Governance From The Perspective Of Policy Agenda

With the development of socialism with Chinese characteristics entering a new era,the government continues to increase investment in the construction of all kinds of public facilities conducive to the national economy and people's livelihood,in order to meet the people's growing needs for a better life.However,with the improvement of people's living standards and the enhancement of environmental protection awareness,many public facilities projects can not be constructed smoothly because of the opposition of the surrounding people.The NIMBY problem has become increasingly prominent,which has become a stumbling block in the construction of public facilities,and also a hidden danger affecting social stability.How to optimize the NIMBY conflict management has gradually become a hot topic in academic circles.As an important variable in the process of NIMBY governance policy,NIMBY conflict has a significant impact on the formulation of NIMBY policy.Therefore,research from the perspective of policy agenda has unique advantages.As a public agenda,NIMBY conflict itself plays the role of linking NIMBY facility agenda and governance agenda after NIMBY conflict.Logically,NIMBY conflict is not only the protest feedback of NIMBY facility project,the output of the previous agenda,but also the trigger of governance agenda,the next agenda.By further extending and enriching the single line chain of "project agenda response agenda governance agenda" and considering its time dimension,it is found that the policy agenda of NIMBY conflict governance from the perspective of policy agenda has the characteristics of three main lines,time crossover,focus change,etc.,and presents the trend from closed monopoly to open negotiation.The result of the governance is also different.The two cases of anti nuclear-waste in L City and waste incineration in X city are very representative in the practice of NIMBY conflict governance.They focus on the process mechanism of different ideas,attitudes and treatment methods of NIMBY conflict,which results in different consequences.It reflects that the local government's policy process in the process of governance of NIMBY conflict is closed,which leads to people's ignorance in advance;and it responds negatively to people's questioning.Therefore,in order to realize the path optimization of NIMBY conflict governance,we must establish a sense of communication and do a good job of policy propaganda in advance;establish a sense of public relations in the response stage;establish a sense of consultation and build a comprehensive compensation mechanism in the governance stage of NIMBY conflict.
