Research On The Transformation Mechanism Of Scientific And Technological Achievements Of State-owned Scientific Research Institutions Under The Intellectual Property System

The State-owned scientific research institutions,which represented by the Chinese Academy of Sciences,are the most important and the highest level of natural science research institutions in China.Their annual research achievements are numerous.However,due to the influence of various factors,there is still much room for improvement in scientific and technological achievement transformation.The main purpose of this article including research combined with intellectual property rights system of state-owned research institutions of the existing mechanism of transformation of scientific and technological achievements,for the formulation of related laws and policies,adjust to provide reference for academic research,on the basis of the existing advantages into full play to improve and perfect suggestions,better play to the state-owned scientific research institutions as a mainstay of the national team and the main force of China scientific research work,.In the specific research method,this paper adopts a variety of methods to study.Firstly,the paper reviews briefly the concept,composition and function of the intellectual property system by literature research.Then,through qualitative research method,the role and significance of the intellectual property system on the transformation mechanism of China's scientific and technological achievements are expounded.Then the main scientific and technological achievements transformation modes in the world are compared with comparative research method,and the current transformation modes and characteristics of Scientific and technological achievements in China are analyzed.In this way,the object and scope of the study will be comprehensive and complete covering all types of stateowned scientific research institutions,thus laying a convincing research foundation for the analysis and proposal of the improvement measures of the intellectual property system.The research on the mechanism of the scientific and technological achievements transformation in state-owned scientific research institutions is not only the most important part of this paper,but also a link between the past and the future,and the improvement direction and specific suggestions of the intellectual property system and other subsequent contents have a rigorous logical progressive relationship.This paper classifies state-owned scientific research institutions according to their different nature and characteristics.Based on its importance,this paper analyzes and studies the mechanism of transformation of scientific achievements in state-owned professional scientific research institutions represented by Chinese Academy of Sciences through empirical method and research method,thus revealing its profound social background and complexity.At the same time,this paper also compares the mechanism of transformation of scientific and technological achievements in other ownership institutions,and analyzes the causes.In this way,the research object and scope will be comprehensive,complete coverage of the whole society of scientific research institutions,thus laying a convincing research foundation for the analysis and proposal of the improvement measures of the intellectual property system.On the basis of the research on state-owned transformation mechanism of scientific and technological achievements,this paper does not focus on the domestic,but further expands to the international space.This step is all the more indispensable considering that the concept and practice of intellectual property first originated abroad.At first,this paper briefly reviews the development of international intellectual property system,and summarizes the development and trend of contemporary intellectual property system by induction method on the basis of sorting out the facts.At the same time,it also suggests the direction of cooperation between China and the world in intellectual property system in the future.Finally,according to the research results of the previous chapters,specific measures to improve and optimize China's intellectual property system are proposed.It must be pointed out that although this paper is an academic paper in the field of law,it does not stay or stop at the theory of law,but combined with the social status quo,put forward their own suggestions on the marketization and socialization of the intellectual property system.In one word,,this paper firstly pointed out that the pain points and difficulties in the scientific and technological achievements transformation in Chinese State-owned scientific research institutions,and then analyzed and found the root causes of the problems through a large number of literature and data query,combined with my own practical experience in scientific and scientific and technological achievements transformation in Chinese Academy of Sciences.Furthermore,according to the international successful experience and the current situation of China's intellectual property system,specific improvement directions and comprehensive supporting measures are put forward,thus providing a solid foundation and reliable academic research results for intellectual property policy and law makers.
