The identification of industrial injury is of great significance to enterprises and their employees.On the one hand,for enterprise employees,if they suffer from accident injury or occupational disease due to work reasons and are recognized as industrial injury by the social insurance administrative department,they can effectively safeguard their legitimate rights and interests,obtain relevant industrial injury benefits and ensure their treatment expenses and living expenses.On the other hand,for enterprises,it is also of great significance to disperse risks and reduce the burden of enterprises.At the same time,the identification of work-related injury is the first pass in the payment of work-related injury insurance fund,which plays a role of safety door in the payment of work-related injury insurance fund.Since the implementation of the regulations on industrial injury insurance in 2004,it has played an important role in ensuring the relevant treatment of injured employees after injury or occupational disease.A series of rules have been formulated to safeguard the legitimate rights and interests of enterprises and employees.Based on the introduction of the current situation of industrial injury identification of enterprise employees in F District of Shanghai,this paper deeply analyzes the problems existing in industrial injury identification in F District,such as the problems in industrial injury information sharing mechanism,governance subject itself and system.Through further analysis of the problems,this paper summarizes the reasons behind the problems: the construction of information sharing mechanism lags behind,the governance subject is single Lack of coordination mechanism in system design.Drawing on the relevant experience of Germany with relatively perfect industrial injury insurance system,comprehensively using the methods of literature research,questionnaire survey and case study,and based on the theory of information asymmetry and collaborative governance,from the construction of information sharing mechanism The participation of multiple governance subjects and system design put forward some suggestions for the identification dilemma of industrial injury of enterprise employees in F District of Shanghai.Since the implementation of regulations on industrial injury insurance,the operation of industrial injury insurance system in Shanghai has been gradually improved.As the division of labor in society has become more refined,accidents have become more and more complicated.The regulations and related supporting policies have certain practical application difficulties.The above series of recommended measures are hoped to improve the current work-related injuries identification system,so as to protect the rights and interests of employees in work-related injuries better.
