The third plenum of the 18th central committee of the CPC clearly put forward the CPC Central Committee Decision on Comprehensively Deepening Reform of Several Major Issues,"Physical education curriculum and extra-curricular physical training should be reinforced to promote the health of body and mind for teenagers." Recently,Chinese students' health decline has been initially limited.Part of the test indicators has appeared to improve, although the overall situation is still alarming.Influenced by the natural environment and the economic development level there,in Tibet Autonomous Region, the sports hygiene work base is narrow and the education development is unbalanced. Therefore,in the perspective of the analysis on physical health condition of Tibetan high-school students selected from different altitude regions, this article studies on these students' different features on physical health condition, and also analyzes the differences and their influencing factors. Also, based on the research result above, this article puts forward the proposal of improving students' physical health situation and then informs the relevant administrative departments on developing administrative policies of the school's PE teaching. In 2015,the author participated in the project of Chinese university students serving the Tibet special plan of the West voluntarily and became a volunteer teacher via a one-year program in Tibet Autonomous Region.During the service period, the author visited classes, interviewed teachers and personally participated in physical fitness tests in the involved 3 schools in field trips, which lays the basis for the writing of this article. This article adopts such research methods as document resource, interview, field investigation, test and mathematical statistics to analyze the discrepancy of the data on physical health condition of different Tibetan students selected in different altitude regions and then compares these students'data with peers nationwide. The analysis draws the following conclusions:1.The Tibetan high-school students in middle and high altitude localities are born with short and thin stature.Tibetan students' vital capacity, endurance quality, velocity quality and flexibility quality are not a patch on those of the average situation of Han students at the same age. While compared with the average situation of Han students at the same age,the Tibetan students in low altitude localities are better in physical health condition.2.Natural environment' influence on physical health condition indicators is different for boys and girls. For example, for boys, there is a liner relation between altitude factor and his weight, vital capacity, sit and reach level and 1000-meter running result;while for girls, the relation between the altitude factor and her weight, sit and reach level,50-meter running result and 800-meter running result is not obvious.3.There are significant differences of the PE results of students from low altitude localities and from middle and high altitude localities. For students in low altitude localities have better results on the projects of standing broad jump,1000-meter running,800-meter running,sit-up,and sit-and-reach.4.Except for the influences of natural environment and dietary habits, the physical health condition of Tibetan high-school students from different altitude localities is also influenced by school's attention on PE,family sports, traditional ethnic sports and policies of local government.Suggestions:1.In the perspective of PE and health course, this article suggests high schools in Tibet region should arrange every-lesson-trainings for students to strengthen their practice of muscular strength of lower limbs, endurance quality and flexibility quality.2.In the perspective of the construction of physical culture in high school, this article suggests traditional ethnic sports should be brought into high schools to build on a special project named "one brand for one school' in order to enrich teaching contents, inherit the culture of ethnic sports and help improve students' physical health level effectively.3.This article suggests, during the evaluation of students' physical health, relevant departments should consider on the special geographic features in order to ensure the science and veracity of the evaluation results.4.In the perspective of local government management, this article suggests physical health of students in high altitude localities should be paid more attention to,and money input of sports stadiums and facilities in high altitude localities should be expanded, and also students' physical health level should be arranged to influence the result of A Good.In the perspective of school arrangement,PE teachers should be encouraged to engage in advanced studies to improve their professional skills.
