At present,the phenomenon of teachers' ethics anomie often occurs.Teachers' ethics misconduct has been a prominent problem in the field of education.The index system of ethics evaluation is an important factor that influences the transformation of principles and norms into ethical behaviors.In this paper,a total of 65 leaders and 110 teachers from 24 primary and secondary schools in 4 cities of Shanxi Province were interviewed,and materials of the evaluation index system rules of the primary and secondary school were collected.Using the theories of ethics and psychology,this paper puts forward the suggestions of optimizing the evaluation index system of teachers' ethics in primary and secondary schools,in order to promote the improvement of teachers' ethics quality,and reduce the teachers' misconduct in schools.This paper includes four parts.First part,Introduction.It mainly involves the research background,reason,purpose,significance,the others' research review,the content and innovation,and the research method.Second part,combined with the relevant policy requirements of the country,through research and analysis,the problems in the evaluation index system of the primary and secondary school teachers' ethics at the present situation were summarized as follows: 1.the primary and secondary school teachers' ethics evaluation method is over quantification;2.the evaluation body of the system is missing;3.there is a lack of connection between the evaluation index system and the reality;4.the evaluation results cannot fully reflect the differences among teachers' ethics.Third part,analysis of the reasons for the problems in the evaluation index system of teachers' ethics in primary and secondary schools.The hysteresis of the evaluation concept of teachers' ethics is the one of main reasons for the problems.Forth part,based on the investigation and the existing research,I think that the optimization of the evaluation index system should be carried out from conception and connection with reality.First,the combination of qualitative evaluation and quantitative evaluation;implementation of diversified evaluation subjects;second,touching the reality and the code of conduct for primary and secondary teachers in the new era,refine the explicit evaluation index system of teachers' ethics in primary and secondary schools;third,in order to better and faster promote the transformation of the evaluation concept of teachers' ethics,refine the implicit evaluation index system of teachers' ethics in primary and secondary schools.
