The "half past three problem" is an important problem facing the whole country's family-school-society.In the report on the work of the two sessions in 2018,the government pointed out that students bear the hope of the country and the nation,and should constantly seek ways to increase the supply of educational resources and strengthen the supervision of the whole process of education.In 2017,the Ministry of Education issued the Guidance on Doing a Good Job in After-School Services for Primary and Secondary School Students,and most provinces and cities and some local cities are actively exploring the forms of afterschool services in accordance with local conditions,and cracking the"three-thirty-thirty problem" according to local conditions.With the decline of physical fitness of primary and secondary school students in recent years,physical activity has become the main mode of activity in many schools," through the "half past three " extracurricular sports community,not only solve the "half past three problem",but also through physical activities to improve students' physical fitness,enrich students' amateur cultural life,improve students' awareness and interest in sports.As an important way and carrier for students to carry out sports activities,the "half past three" extracurricular sports association can better help to complete the school physical education teaching work,so that students' physical fitness and sports skills can be effectively improved,and thus achieve excellent results in the entrance examination.Through the investigation and research of the "half past three" extra-curricular sports association,the corresponding countermeasures and suggestions are put forward for the school to carry out the "half past three" after-school sports association,and the reference opinions and corresponding countermeasures are provided for the promotion of the school's "half past three" extracurricular sports association.Taking Zhuzhou City Sports Association into the campus as an example in Zhuzhou City Primary School "half past three difficult problem" after-school sports community development path as the research object,using the literature method,field investigation method,questionnaire method,statistical statistics method,case study method,analysis Zhuzhou City "half past three classroom " extracurricular sports community to carry out Germany have revealed the path of developing the extracurricular sports associations in Zhuzhou City's " problem" primary school.The main findings are as follows:(1)To analyze the status quo of the extracurricular sports association in Zhuzhou City from the four aspects of the management and implementation of extracurricular sports association organizations,the development of sports association activities,the participation of teachers and students,and the degree of participation of school sports associations;The research holds that the development of the "half past three classroom" extracurricular sports association in Zhuzhou City is still in the exploration stage.(2)The problems existing in the development of "half past three classroom" extracurricular sports associations in Zhuzhou City include the lack of linkage mechanism between government-social forces-schools,the unsatisfactory effect of activities,the insufficient organizational strength of school sports associations and the lack of professionalism of managers,the inadequate or mismatched physical education facilities in schools,the relatively weak funding,the low level of student participation and the obvious lack of reserve forces,and the immature external conditions for sports community activities.The main factors restricting the development of the "half past three classroom" extracurricular sports association in Zhuzhou City are: the lack of assessment and evaluation by the competent department of education,the dislocation of the whole link of school management,the insufficient participation of social forces,and the lack of sufficient linkage between the subjects involved.(3)From the Beijing "high-ginseng small" model,Shanghai schools and communities "educational integration" model,the United States "sports club",Japan "sports community curriculum reform",Germany "school and club cooperation" of the practice case to draw the following inspiration: government-led,social assistance,school reform,multi-party coordination,is the necessary means to promote the development of " half past three classroom " extracurricular sports community;The attempt of various modes is the basic way to promote the activities of the extracurricular sports community of " half past three classroom ",and the active participation of teachers and students in the association becomes the internal driving force to promote the activities of the extracurricular sports association of " half past three classroom ".(4)Crack zhuzhou City,"half past three difficult
