Developed transportation is one of the important signs of the comprehensive strength of a country or region.Since the 13 th five-year Plan,all parts of the country have increased their construction and investment in transportation.Especially after the19 th CPC National Congress put forward the grand strategic goal of building a "traffic power",all localities coincidentally put forward relevant slogans such as "strong traffic province" and "strong friendship of talents".And issued a series of public policies related to transportation talents.But can these transportation talent policies really meet the requirements of local transportation development for talents? Is there anything wrong with the existing policy text itself? What is the effectiveness of the executive body of the current transportation talent policy? Is the existing transportation talent policy recognized by the "target group" ? What is the current environment for the implementation of the transportation talent policy? These problems are worthy of our further discussion and reflection.Based on this,this study makes an in-depth analysis of the implementation of Guizhou transportation talent policy by using the methods of literature research and questionnaire survey,combined with the reality of Guizhou transportation talent policy and its implementation.This study holds that,from the perspective of the current situation of talents and the effect of policy implementation,the implementation of Guizhou transportation talent policy has achieved obvious results and made certain achievements.however,there are also some problems,such as the design of the policy text is not perfect,the efficiency of some executive subjects needs to be improved,the enthusiasm of some target groups is not high,and the policy implementation environment is still poor.Therefore,under the theoretical framework of Smith model,this study analyzes the reasons that affect the effectiveness of Guizhou transportation talent policy implementation.it also puts forward some suggestions,such as further improving the design of the policy text,improving the implementation efficiency of the executive subject,enhancing the participation of the target groups,continuously optimizing the implementation environment and so on.This study discusses and analyzes the current transportation talent policy in Guizhou from the new perspective of public policy implementation.It is hoped that this study,in practice,can provide some reference and reference for the implementation and adjustment of transportation talent policy in the new period;in theory,it can enrich the theoretical content of transportation talent policy in our country and expand the application scope of Smith model theory.
