The Research On The Implementation Of The Two Child Policy From The Perspective Of Smith Model

Since the implementation of family planning in China,played a key role in the development of China population,making for a long period of demographic dividend,laid a solid foundation for the rapid development of economy.However,after more than 30 years of implementation,many new problems are constantly showing up.For example,our country has already entered the aging society in advance.The one-child policy makes a small part of the children become "lost families",and the imbalance of sex ratio between men and women has laid a potential hidden danger for the public security.In 2015,the state made important adjustments to the family planning policy and issued a "two child" policy in good time.Since the implementation of the policy,it has also achieved a certain effect,but it is far from the expected goal.Even with the policy support,the eligible families are affected by many factors and the fertility will is not strong.Based on this,this article launches the research on the implementation of the two child policy,and finds out the problems in the implementation of the policy.Smith launched the problems in the implementation of policy through four major factors: the idealization level of policy,the executive organization,the target group and the policy environment.The policy model is compatible with the factors to be investigated in the two child policy implementation research,so the model is chosen as the research framework of this paper.Starting from the background of the implementation of the family planning policy in China,this paper summarizes the achievements made since the implementation of family planning,and analyses the social and negative effects caused by the family planning policy,and expounds the necessity of the implementation of the two child policy.Secondly,on the basis of the theoretical exposition of the four factors in Smith's policy implementation model,this paper makes an in-depth analysis on the implementation of the current two child policy in China,and puts forward the effective implementation of the two child policy from four aspects of policy making,executing agencies,target groups and policy environment.
