"Building a strong sense of the Chinese nation's community" is the fundamental meaning of the national education work.As an integral part of the preferential policy of ethnic minority education,the policy provides a realistic path for solving the predicament of backward starting point of education in ethnic minority areas,especially in remote minority areas.The principle of equality and freedom of the right to education and the principle of differential equality put forward in Rawls' Theory of Justice have laid a value guide for the formulation of the text of the policy of adding points to the education of ethnic minorities in China.At the same time,the policy of adding points to minority education needs to uphold the basic core of the theory of "pluralistic integration",fully respect the diversity of ethnic minorities in our country on the basis of strengthening the sense of community of the Chinese nation,and formulate policy contents in line with the characteristics of the times.This paper will sort out the policy content of different evolution stages of minority education bonus policy,understand the purpose,mode,subject and guarantee system of the policy,analyze the change of the policy content,such as the basis,method and scope of the policy,and observe the actual effect of the policy implementation through empirical research method.In order to explore the future evolution direction of minority education bonus policy.After combing the policy text,it is found that the policy of adding points to minority education has mainly experienced four stages:the stage of policy formulation(1949-1966),the stage of frustration(1966-1977),the stage of standardized operation(1977-1998)and the stage of improvement(1999-present).Under the guidance of the Ministry of Education,the provinces,municipalities and autonomous regions take care of the ethnic minorities according to the actual situation in their respective regions.In order to continue to explore the effect of the policy,this study shows the objective benefits of the policy through the economic index data published by the Bureau of Statistics and the basic situation of minority education recorded in the educational statistical yearbook.This paper tries to collect objective feedback from policy stakeholders and provide reference for further improvement of policy content.It is found that whether in remote minority areas or urban minority areas,the policy of adding points to minority education needs to continue to play a historical task of promoting educational equity for a long time in the future.The practice experience of foreign multicultural education provides a reference for the evolution of the policy content of minority education in China.In the future,we need to reshape the value goal of the policy,adjust the basis and mode of the bonus points reasonably,and construct a complete supervision and guarantee system to stimulate the greater potential of the policy.
