The safety problem of primary and secondary school campus is not only the key problem that needs to be solved in the daily management process of the school,but also the focus of attention from all walks of life.Especially in recent years,China's primary and secondary school campus safety management presents many unstable factors,all kinds of campus safety emergencies emerge in an endless stream,which makes the con-struction of primary and secondary school campus safety governance mechanism put on the agenda.From the point of view of the existing mechanism,the school still is the key to the primary and middle school campus security management main body,which is dominated by the government to carry out the safety management work,and family and social subject for campus security is in a state of widespread concern,but in the process of actual operation due to lack of effective participation channels and legal status,role play has certain limitation,thus can not fundamentally solve the problem of primary and middle school campus security.Based on A zone in wuhan city as the example,this paper focus on using public se-curity management theory and cooperative governance theory,the integrated use of case analysis and empirical research methods,focuses on analyzing the basic problems faced by our country elementary and middle schools in the campus security,delving into the government,family,school,society and so on various subjects in the process of solving this problem between the role of,to search for the correspondency of between four main body,set up campus security governance mechanism,namely the government laws and regulations perfect as the lead,school construction of emergency management mecha-nism as the core,assisted by family and social main body for the multi-agent cooperation governance system.This paper focuses on the four main bodies closely related to the campus security of primary and secondary schools placed in the same system framework for analysis and research,to clarify the mutual relationship and influence factors between each other,so as to find out the crux of the problem of campus security and governance path in the mechanism construction.The first chapter is the introduction,the main content is the research background and significance of this paper,the related literature is summarized to facilitate the follow-up research,and the method used by the research institute is clear;the second part is to analyze the concepts and theories involved in this paper,and to provide the basis for the subsequent demonstration of the establishment of the campus security management mechanism in primary and secondary schools The third part is the case study,focusing on the demonstration of campus safety status in Wuhan a district;the fourth part is the ex-planation of the problems and reasons,mainly from the security issues of Wuhan a cam-pus to discuss the problems existing in the construction of the security governance mech-anism of primary and secondary schools in China,and analyze the causes of the prob-lems by using the cooperative governance theory;the fifth part is the path analysis It is of theoretical and practical significance to explore the construction path of the security gov-ernance mechanism in primary and secondary schools from the four main levels of gov-ernment,school,family and society.
