Research On Crisis Management Of Police-related Network Public Opinion In Kunming From The Perspective Of New Media

With the arrival of the new media era,as a new form of public opinion,online public opinion has become an important part of public opinion.More and more netizens use new media to release their life pressure and emotions.Different kinds of groups use the Internet to express their interest demands and vent their dissatisfaction,and even set up organizations and plan group events on the Internet,which has a great impact on social stability and national development.Because the network public opinion in the new media era has many remarkable characteristics,the police-related network public opinion also has new characteristics with the development of new media.From the perspective of new media,the boundaries of traditional media have been broken,and the era when everyone has microphones has broadened the ways and means for the public to obtain information,and at the same time,more information has been released through new media.Therefore,the coping ability of police-related network public opinion has become one of the indexes to judge the ruling ability of public security organs at all levels.In the crisis of police-related public opinion,if public security organs at all levels do not respond properly,it will bring serious consequences such as declining credibility,damaging image,and even affecting social harmony and stability.For public security organs,it is self-evident to master the initiative and scientific significance of public opinion work.In this paper,4R crisis management theory and collaborative governance theory are taken as the main viewpoints and theoretical basis,combined with the current situation of police-related public opinion crisis management in Kunming public security organs,the author uses literature research,case analysis,interviews and other research methods to analyze the management of police-related network public opinion crisis in Kunming from the perspective of new media.Looking for the problems and difficulties in the crisis management of police-related network public opinion in the legal system construction,working mechanism,team building and departmental coordination from the perspective of new media.Through the analysis of the reasons,it is concluded that the public security organs in Kunming should enhance the standardization of law enforcement,innovate the response mechanism of public opinion,improve the quality of the team,optimize the collaborative governance and other aspects to improve the effectiveness of police-related public opinion crisis management.This paper is divided into five parts.The first part introduces the relevant research of experts and scholars at home and abroad on the crisis management of police-related network public opinion under the background of new media,and expounds the background and significance of the research;The second part summarizes the communication characteristics and formation mechanism of police-related network public opinion in new media;The third part expounds the development and management status of police-related network public opinion in Kunming by introducing typical cases such as "Li Xincao drowning case" and "Sun Xiaoguo retrial case";The fourth part uses "4R crisis management theory" and "collaborative governance theory" to analyze the problems and reasons of police-related network public opinion crisis management;The fifth part,combined with the actual work of Kunming public security organs,puts forward the improvement measures of Kunming public security organs in dealing with the crisis of police-related network public opinion in the face of the rapid development of new media era and the increasing popularity of 5G technology and big data technology.
