Along with China's urban social management from the community system of units,community management has entered a stage of community governance to lead the party building,social coordination and public participation as the main feature.As a big problem of community governance,old communities have gradually attracted attention from all walks of life.More and more scholars agree to introduce social work into the management of old communities,thereby helping the communities better solve problems and improve their autonomy.In this paper,the old district of Nanjing X as research subjects,and literature survey,questionnaire,semi-structured interviews and participant observation and other methods to collect information,a comprehensive grasp of the specific circumstances of the old district of Nanjing X.The study found that the X community mainly faces the "three-nothing" problems,namely,unmanned management,no property and no security.Based on this,based on the theory of empowerment and polycentric governance,and based on the regional development model,an intervention plan for social work was formulated,from three aspects: community environment improvement,community autonomous organization establishment,residents' participation ability and awareness improvement.The gradual advancement has initially solved the "three-nothing" problem in the community.Through carrying out a series of activities,discover the backbone of the community,guide the mobilization of residents to actively participate in the community's public affairs,improve the residents' self-government awareness and ability,and advocate a multi-participation governance model,and promote the establishment of group self-management organizations,with a view to ultimately achieving benign governance in the community.
