As a new "Citizens' Admissions Policy" of young children to primary schools and junior secondary schools,the policy has received widespread attention from parents.The aim of this policy is to promote the balanced development of educational resources through a fair starting point for education,so that students can receive a fair education of comparable quality,and ultimately achieve a balanced educational ecology,the most important core concept of which is equity.In recent years,most of the studies on the "Citizens' Admissions Policy" have focused on the use of literature to explore and promote the system.Through questionnaire surveys and interviews,I study parents' perceptions of fairness of the "Citizens' Admissions Policy" in District A of Shanghai.The current situation,influencing factors,problems and reasons.The formal questionnaire on the perception of fairness in the admissions policy of"citizens enrolling in the same school" was developed through prediction and evaluation,and quantitative data were used to analyse the effects of individual factors and policy factors on the perception of fairness in the admissions policy of "citizens enrolling in the same school"."The main findings are: parents of kindergartens in Shanghai's District A have a high perception of fairness in the "Citizen's Enrollment Policy";parents with average and very low gross annual household income have significantly different perceptions of fairness in terms of rights,procedures and outcomes.Parents who do not own properties in popular schools have significantly lower perceptions of rights,procedures,interactions and fairness of outcomes than parents who own properties in popular schools.Through further interviews with parents of primary and secondary schools and kindergartens in Shanghai's District A,combined with the results of the quantitative study,the specific problems and causes of parents' perceptions of equity in terms of rights,procedures,interactions and outcomes,such as unbalanced educational resources,lack of trust in the policy,inadequate policy promotion and communication,and differences in parents' orientation and mentality,were explored,with a view to enhancing parents' perceptions of equity at three levels: government,school and society.This paper provides some suggestions to enhance parents' perceptions of fairness and improve the effectiveness of the policy.
