In the decades since the promulgation and implementation of the Compulsory Education Law,our country has achieved full coverage of compulsory education.Meanwhile,the dream of everyone receiving education will be deeply implemented.However,due to the large population base,as well as the influence of urban-rural dual structure and education system,especially the gradually increasing speed of population movement under the background of rapid development of market economy and accelerated urbanization,the distribution of educational resources between urban and rural areas has been unbalanced for a long time,resulting in a huge gap between urban and rural education in China.The shortage of high-quality resources,especially the imbalance of teachers,has become a prominent problem in the field of education.In addition,the emergence of cross-cutting problems such as economy and population makes compulsory education teachers face serious challenges towards high-quality balance.The research idea of this paper includes three aspects,namely,finding problems,analyzing problems and solving problems.First of all,the necessity of the allocation of teacher resources in compulsory education was expounded,and the knowledge concepts and theories related to the supply and demand of teacher resources in compulsory education was put forward.In order to develop the social market economy,education must adapt to the market.It is also an inevitable way to solve many problems in quality education and can effectively expand the utilization rate of quality education resources;secondly,the current situation of teacher allocation was investigated in the compulsory education stage of the W district.Combined with the specific indicators of the country,S province and C city on the allocation of teachers in compulsory education,the standards for the allocation of teachers in the compulsory education stage of the W district was designed,and investigates the relevant situation of teacher allocation in the compulsory education of the W district;Thirdly,the problems and reasons of teachers' supply and demand in the compulsory education stage have been deeply analyzed,analyze the investigation results of teachers' allocation in the compulsory education stage of W District,and analyze the teachers' allocation in the compulsory education stage of W District from the aspects of teachers' quantity,teachers' quality and teachers' structure;Fourthly,combined with the principles and specific contents of educational resource allocation,this paper discusses the optimization path of teacher allocation in compulsory education stage.Through literature research and regional actual situation,the problems arising from the supply and demand of teachers are mainly manifested in the following aspects: First of all,the ratio of teachers to students is seriously unbalanced,the number of teachers is insufficient and other problems in the number of teachers;secondly,the quality of teachers is uneven,and there is a lack of outstanding backbone teachers and other problems in the quality of teachers in suburban areas;thirdly,the unequal age of teachers,the unbalanced structure in the professional titles of teachers,the great mobility of teachers and other problems in the structure of teachers.The reasons for the low balance of teacher supply and demand mainly involve social factors,personal factors,internal and external factors,etc.External and social factors are mainly reflected in the macroenvironment,such as the impact caused by insufficient attention to education issues in history,insufficient investment,substandard allocation of resources,etc.,and the impact on the allocation of teachers due to different economic disparities and different degrees of affluence;in addition,one of the main reasons is the lack of investment in education by relevant education departments,the current education system to be improved,and the impact of defects in the base budget model.In order to further improve that balance between supply and demand of teachers,this paper puts forward the optimization path of teacher allocation in the stage of compulsory education on the basis of adhering to the principles of equality,difference and compensation.First of all,formulate the authorized strength of teachers according to local conditions and adjust and optimize the structure of teachers;secondly,innovate the employment mechanism and supplement the suburban teachers;thirdly,improve the export policy of teachers and alleviate the aging problem of teachers;fourthly,actively implement the system of rotation of key teachers to support education;fifthly,integrate educational resources to promote the balanced development of high-quality education;sixthly,construct a scientific demand plan for teachers in compulsory education,so as to promote the high-quality development of regional compulsory education and effectively solve similar practical problems.By analyzing the current situation of compulsory education teacher allocation in W district and deeply understanding the situation,this paper has a deep understanding of the situation,which causes the local government and education authorities to pay attention to the allocation of teachers,and provides valuable advice to promote the balanced development of compulsory education teachers in the region.The allocation of teachers in compulsory education is a long and arduous road,so we should have extraordinary confidence and be prepared for a long-term struggle.In the future research,it is necessary to further expand the selection range of samples,build the research on more sufficient data,and make the research more representative.At the same time,combined with the regional characteristics and the implemented policies,the questionnaire is designed,and field visits are made to improve the authenticity of the survey results.Moreover,in the research,we should make as many on-the-spot investigations as possible,go deep into schools,and put forward more operational suggestions from the height of regional education reform.
