As a fundamental of education,compulsory education is great important to the revitalization of national and the individual.The implementation of comprehensive policy has made the phased achievements of compulsory education in our country,but the contradiction between the supply and demand of educational resources caused by the allocation has become increasingly prominent,which restricts the balanced development of the compulsory education and the improvement of the educational quality.Teacher resource is the core component of educational resources,and is the key factor to ensure the development of compulsory education.At the present stage of our country,due to factors such as the level of economic and social development,there are many problems,insufficient investment and excess investment,low utilization of resources,which hindered the development of compulsory education in our country.Compulsory education belongs to public goods,and in theory,fairness should be the main orientation.At present,China's educational policy is mainly guided by fairness,and it can smooth the gap between teachers in the urban,rural and region areas through the government's compulsory authority.There is no mistake in value,however,the fair is not persistent without efficiency,continuous fairness should be based on efficiency,and relatively fair realization needs certain efficiency.The efficiency of the education resource allocation is the essence of the efficiency and fairness of the resource allocation theory.At present,the allocation of teacher resources should be based on efficiency,otherwise,the foundation is not firm.Therefore,it is urgent to strengthen the research on the efficiency of the allocation of teacher resources and improve teaching quality.Taking Chengdu as an example,this paper compares the efficiency of teacher resource allocation in compulsory education in the districts.First,based on the domestic and foreign research material,combined with the application of expert consultation method,this paper constructs a comprehensive index system of efficiency evaluation.Second,combing the stage characteristics and policy combination of compulsory education teacher resources allocation in Chengdu,and complete the statistical analysis on the current situation,next,using two basic models of data envelopment analysis,C2R model and BC2 model,then do a detailed analysis for 20 areas in Chengdu from 2011 to 2014,to clarify the target area resource allocation efficiency of compulsory education teachers.Obtained from the technical efficiency,the efficiency of resource allocation of compulsory education teachers in Chengdu city is not ideal enough,having an "efficiency upside down" phenomenon,there is no correlation between economic development and teachers' resource allocation efficiency.From pure technical efficiency and scale efficiency,the pure technical efficiency of resource allocation in the ideal level state,low comprehensive technical efficiency is not caused by pure technical inefficiency;From returns to scale,the scale efficiency of the primary school teachers' resources is constant and incremental,while the junior middle school is constant and decreasing.For non DEA effective decision-making units,using the projection analysis method to analyze the input and output index specific adjustment,through improvement to achieve strong and effective state.According to the empirical research,to make Chengdu City compulsory education teacher resources allocation in a more reasonable direction,government department should be active,such as the implementation of incremental policy on the center of the city,increasing the total investment of educational resources,for suburban and outer suburb areas to implement quality adjustment,enhance the quality of the project,to ensure the authenticity of the teacher resources allocation efficiency.At the same time,we should establish the dynamic flow mechanism of compulsory education teachers based on the overall planning of the municipal level,we should establish the dynamic flow mechanism of compulsory education teachers based on the overall planning of the municipal level,break the teachers' movement barriers and strengthen the coordination of teachers'resources in the region.Schools need to strengthen the management of fixed assets,teachers post training and other aspects.
