Education as a modern government to provide public products, is an importantindication of social equity, education resources as the important content of educationalactivities, is the important guarantee of education quality. Compulsory education as theimportant component of the balanced development of education, the allocation ofeducational resources, as a result of the area difference, distribution of population,economy, policy and other factors, between regions, between urban and rural school,are not balanced configuration, thereby affecting the education fairness and socialfairness, have attracted great attention of the whole society.
