The inheritance and promotion of excellent traditional culture is the foundation for the prosperity of a country and a nation.Without national culture,rapid economic development is like water without source and wood without foundation.History is the root,culture is the soul,and cultural relics are the witness of history and the carrier of culture.To inherit and develop excellent traditional culture and constantly improve the influence of Chinese culture,we need to do a good job in the protection and utilization of cultural relics and cultural propaganda and education,closely combine the promotion of excellent traditional culture with the development of advanced socialist culture with Chinese characteristics,enhance the sense of national cultural identity and self-confidence,and turn it into a stimulus to inspire the Chinese nation to unite and advance bravely.Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has stood at the height of realizing the "Chinese Dream" of the great rejuvenation of the Chinese nation.He has made a series of important expositions on the inheritance of Chinese outstanding traditional culture and the enhancement of the country’s cultural soft power,and proposed the development of the museum industry.The report of the 19 th National Congress of the Communist Party of China pointed out that firm cultural self-confidence is the basis for promoting the prosperity of Chinese culture,and will build an institutional mechanism that puts social benefits first,social benefits and economic benefits as an important task of the party and the government.In 2018,the "Opinions on Strengthening the Protection and Utilization of Cultural Relics Protection and Protection" issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council specifically deployed reform tasks around improving the social benefits of museums and inspiring innovation and vitality.In accordance with the overall deployment of the central government on the reform of public institutions,it is necessary to further promote the reform of the museum management system and enhance its self-development capabilities.In order to adapt to the new requirements of the new era,the state-owned museum should improve their own level in innovating exhibition mechanism,enhancing educational function and promoting cultural communication,to provide high-quality cultural services to the public.In order to ensure that the museum fully plays its due role in cultural relic’s protection,historical research,exhibitions,publicity and education,it is necessary to solve the institutional and institutional problems that affect the sustainable development of cultural relics and restrict its role,and establish and improve the museum performance management mechanism to promote the internal management level of state-owned museums,constantly tap their own capabilities,enhance the level of propaganda,education and research,and conscientiously do a good job in the protection and utilization of cultural relics and cultural publicity and popularization work.As a public welfare cultural institution,state-owned museums have undertaken an important mission of collection and display of cultural relic and cultural propaganda and education.The promotion of socialist culture with Chinese characteristics cannot be separated from the active participation and support of state-owned museums.In the 40 years of reform and opening up,the number of Chinese museums has increased from 349 in 1978 to 5,354 in 2018.The number of visitors has approached 1 billion,and the overall service level has been continuously improved.However,with the continuous improvement of people’s living standards and the increasing demand for spiritual culture,the quantity and service quality of museums in China are far from meeting the whole social needs.The current museum performance management mechanism is still not perfect,and state-owned museums in most areas still follow the performance management methods of general public institutions which can’t encourage employees sufficiently.Moreover,they have not yet established a performance evaluation system that conforms to the characteristics of the museum industry and the functions of their own institutions,which seriously restricted the long-term development of the museum business.In the face of new requirements in the new era and new situation,it is necessary to strengthen the performance management of state-owned museums,establish and improve the performance evaluation index system of state-owned museums with Chinese characteristics,and promote the healthy development of the museum industry.Based on the research of related performance management theory at home and abroad,this paper analyzes the performance management current situation of state-owned museums in China,uses C museum as the research object to conduct case analysis and summarize its experience and deficiencies of performance management methods and performance evaluation indicators,studies the common problems of state-owned museum performance management and the deep-seated causes of problems.Combined with the nature of state-owned museums,the existing problems of performance evaluation indicators for state-owned museums,to construct scientific and reasonable performance evaluation index system by introduction balanced scorecards,from finance,customers,internal management,learning and growth four dimensions,which in a certain extent solve the problems of imperfect performance evaluation indicators of state-owned museums.Furthermore,this paper puts forward some suggestions for improvement of state-owned museum performance management mechanism system,so that state-owned museums can improve social benefits and service level.The innovation of this paper is not only to fully discuss the necessity of performance evaluation of state-owned museums,but also to abstract the common problems existing in the performance evaluation index and performance management mechanism of state-owned museums through the analysis of actual cases.Aiming at the problems existing in the performance evaluation index of the museum,a balanced scorecard was introduced to build a framework of performance evaluation index system that conforms to the state-owned museum’s characteristics,combining the new tasks of state-owned museums in the new era.It expands the application scope of Balanced Scorecard,promotes the application of management accounting in performance evaluation of cultural institutions,and provides reference and enlightenment for the performance evaluation system construction of other similar institutions.In view of the main problems existing in the performance management of state-owned museums,this paper puts forward practical suggestions and suggestions which will help promote the reform and development of state-owned museums,continuously improve the operational efficiency of state-owned museums,develop the excellent traditional Chinese culture,promote cultural exchanges between China and foreign countries,and meet the people’s spiritual and cultural needs.
