Research On The Realization Mechanism Of "Five In One" Function Of Archives Under The Background Of Institutional Reform

After the institutional reform,the archives organization changed from "combination of bureaus and libraries" to "separation of bureaus and libraries".New changes have taken place in the work content,management mode,and staff of the archives,and the functions of the archives have become clearer.In the past,the problems of incomplete set up of archives library functions,archive security risks,insufficient available archive resources,poor service experience of archives,insufficient functioning of archives,and lack of effective institutional guarantees,are now more prominent..Currently,there are few literatures on the "five in one" function of archives under the background of the reform of archives institutions.In order to solve the new problems faced by archives in the process of implementing the "five in one" function after the reform of the archives organization,the paper explores the realization mechanism of the "five in one" function of the archives under the new situation.The research results are sorted out and summarized.Based on the previous research results,the problems existing in the realization of the "five in one" function of the archives are analyzed.Use the Internet investigation method to carry out online research,investigate the policies and news reports of the State Council’s institutional reform in 2018,collect relevant policy documents and information,and study the factors that influence the realization of the "five in one" function of the archives after the reform of the archives organization.Through the analysis of problems and influencing factors,combined with the conditions required for the realization of the "five in one" function of the archives,starting from the subject level,the object level and the intermediary level,the strategy for the realization of the "five in one" function of the archives is proposed to reflect the archives.The attributes of cultural institutions promote the archives to better play the role of public services,explore new ideas and provide new paths.
