Research On Public Service Optimization Of Grass-roots Archives Under The Background Of Institutional Reform

The institutional reform,which began in 2018,has further clarified the political relations in our country,and the management of our archives has thus realized the separation of political affairs and the separation of bureaus and libraries,archives from the administrative functions of public institutions to public welfare of the nature of cultural institutions.The institutional reform has put forward new requirements and challenges for the work of archives,and the promotion of public service has become the only way for the transformation and upgrading of archives.Based on the field investigation and data analysis of the Archives of Zichang City and its surrounding grass-roots units,this paper takes the Archives of Zichang City as an example,and compares the new goals,tasks and requirements of the archives work against the relevant laws,regulations and policies,by using the new public service theory,the service-oriented government theory and the dual value theory of archives,and drawing on the advanced experience of Foreign Archives in public service,this paper puts forward some countermeasures and suggestions for optimizing the public service of grass-roots archives.The main problems in the public service of the primary archives are:Insufficient Public Service ability,backward public service mode,weak interaction and single type of public service.Based on the problem-oriented and related policy requirements,and referring to the advanced experience of foreign archives,the author puts forward that,we should strengthen the construction of archives personnel,standardize the configuration of archives facilities and equipment,enrich the archives resources,speed up the construction of archives information and strengthen the cultural functions of archives,establishing the public service consciousness,improving the quality of public service,consolidating the basis of public service,innovating the public service mode,expanding the extension of public service,so that the public service of the grass-roots archives can be further optimized.
