Research On Strategies For Improving Public Service Capabilities Of Provincial Comprehensive Archives

In contemporary society,with the transformation of the function of government,the transformation of the main social contradictions,institution reform,the central and local governments have paid more and more attention to the improvement of the level of social public services.As one of the important representatives of cultural institutions,archives should develop themselves at all levels to serve the party,country and public well,providing a foundation for the Chinese archive services.Therefore,it is an important topic to study that the current situation of public service in archives and whether it meets the public demand for the use of archives.This paper takes Tianjin Archives as an example to study the public service capacity of provincial comprehensive archives.The first chapter discusses the research background,significance,domestic and foreign research,and the methods.The second chapter summarizes the related concepts and theoretical basis.The related concepts include the comprehensive archives,the public archives,the public service,and the public service ability.While the theoretical basis includes the new public service theory,the multi-center governance theory,and the archival value theory.The third chapter is the investigation of the public service ability of Tianjin Archives,which mainly discusses the investigative thought,the investigative process,and the investigative result.The fourth chapter is the analysis of the public service capacity of Tianjin Archives,whose content is mainly composed of the service institutions,archives resources,public service environment,service mechanism and service modes.The fifth chapter is the optimization strategies of the public service of provincial comprehensive archives,which is discussed from four aspects: setting up the public service consciousness and taking the measures;enriching the collection and optimization the development of archival information resources;completing the service mechanism and realizing the virtuous circle of management;the image of archives and optimization of the public service environment;the application of new technologies and new types of service.The sixth chapter is the research conclusion and prospect.For research method,on-the-spot observing method,the interviewing method and the questionnaire method are applied.The on-the-spot observing method is adopted to go to Tianjin Archives by myself to investigate,observe,understand,and experience all aspects of the archives service to obtain the first-hand materials of archives public services,and improve the reliability of the research process.Secondly,interviewing method is adopted.The public experience of public service in archives can be obtained by the interviewing method in advance,and then the questionnaire is designed and quantitative research is carried out.Finally,the questionnaire method is used.Through qualitative analysis of the interviewing results and obtaining the indicators of the questionnaire,the interview questionnaire was designed to carry out large-scale investigative way,the collected data can be sort out and analyzed the by the relevant software so that the existing problems of archives in public service can be concluded,and corresponding suggestions can be put forward.
