The code of ethics is the sum of the rules for a certain society to adjust the relationship between individual and individual and between individual and society. It is generally evaluated by good and evil, and it depends on people's inner beliefs, public opinions and customs to maintain. The athletes code of ethics and conduction is a category of sports ethics. It is the guidance of moral behavior of athletes, the expression of rules of conduct and the expression of values. This article will collect the athletes code of ethics and conduction in the16 countries with written regulations and certain cultural differences.Under the Olympic Value System,a comparative study of athlete code of ethics and conduction in different countries is divided into code of ethics and code of conduction. The Code of Ethics and Regulations are basically in accordance with the principles of loyalty, responsibility, honesty, care, fairness, respect, and gratitude. They are grateful to the seven basic moral principles and are consistent with the Olympic Spirit. In addition, rules on behavior, such as violence, stimulants, sexual harassment, discrimination, and gambling, also meet the requirements of fairness in Olympic values. At the same time, the similarities and differences in the code of conduction also indicate that cultural differences have a certain influence on the ethical conduction.Based on the study of culture by Hall,Berry and others,a moral perspective is included.Regardless of country and culture, citizens' moral standards will have overlapping parts, and some moral standards are unique to a particular culture.Based on the above theories, the conclusions of research on the athletes' moral behaviors of various countries are:(1)The norms of national athletes' moral behavior based on the Olympic value system present certain commonalities. The seven basic moral principles under the Olympic Value System are reflected in the relevant provisions of the 16 countries. Each country may reject or exclude its own values ??that conflict with Olympic values.(2)This commonality is determined by the nature of the Olympic spirit. Its essential requirement for inclusiveness provides the basis for the commonality of athletes' moral behaviors in various countries. The independence of its value system has contributed to the formation of commonalities of athletes' moral behaviors in various countries..(3)Differences among national athletes' moral behavior standards are mainly influenced by cultural differences, and there are also many influencing factors.Cultural differences among the three aspects of religious beliefs, individual collective ideas, and social goals have a significant impact on athletes' differences in moral behavior standards.(4)The athlete's code of ethical conduct is not influenced by a single cultural factor but an integrated development process.Even if the religious beliefs are the same, the athlete's code of ethical conduct will vary depending on the general social goals.Iran has the biggest difference in the ethical conduct standards of men and women athletes from other countries.Pakistan and Iran, like most people who believe in Islam, have differences due to different social goals.(5)Corresponding norms of athletes' moral behavior will be formed under specific cultural systems. On the other hand, specific athletes' moral behavior standards must be effective under the corresponding cultural system.Cultural differences can also lead to differences in attitudes towards ethical behavior and unethical behavior.Western countries' proper disclosure and legal sanctions of fraud and immoral behavior are also considered to be the key to ethical norms. The mere existence of ethical principles does not necessarily lead to an increase in moral conduct or unethical behavior.Effective ethical principles must also be part of the organizational culture.
