Research On Patent Service And Deveploment Strategy Of Colleges And Universities In Henan Province

As our country actively promotes the implementation of the innovation-driven development strategy,both the government and the society are paying more and more attention to the protection of intellectual property rights.The protection of intellectual property rights has been continuously strengthened,which has promoted the increase in the number of domestic patent applications and authorizations,and further strengthened In order to gain the image of my country’s intellectual property power,some domestic provinces and cities have used patent output as an objective basis for evaluating the development of technological innovation.Patent is one of the important manifestations of scientific research achievements.Colleges and universities have a large number of scientific and technological innovation talents,abundant innovation resources,and a strong academic atmosphere.They have unique advantages in scientific research and innovation.Therefore,it is an indispensable part of the national science and technology innovation system.Based on the intellectual property strategy framework with the innovation-driven development strategy as the core,the patent development of universities and colleges in Henan Province tends to be healthy development.No matter in terms of patent creation,application,management or patent information services,remarkable achievements have been made.Colleges and universities have become the key backbone of the development of intellectual property rights in Henan Province.In order to clarify the current status of patent service development in universities and colleges in Henan Province,this paper collects and summarizes the data and information on patents in universities and colleges in Henan during the five-year period from 2015 to 2019,and conducts a multi-dimensional analysis to outline the current basic development status of patents in universities and colleges in Henan Province.With the help of comparative research,it is clear that there is a gap between Henan Province and other provinces and cities in the field of patent information service.Through analysis,it is found that there are still certain problems in the patent work of universities in Henan Province at this stage.The deficiencies in patent creation,patent protection,patent conversion,and patent management directly restrict the improvement of the level of scientific and technological innovation and the conversion of patent achievements in universities in Henan Province.Severely delayed its advancement in the field of innovation-driven development strategy,which in turn affected the economic development and progress of Henan Province.In order to better solve the problems existing in the patent work of universities and colleges in Henan Province,the study proposes to support strengthening school-enterprise cooperation,creating a high-quality patent environment,building a service platform for patent transformation,coordinating the promotion of industry-university-research and application mechanisms,strictly protecting intellectual property rights,and improving Transform the efficiency of patent technology achievements,improve the patent intellectual property management system of universities,and give full play to the unique role of universities in cultivating patent talents,creating patents and patent information services,improving the status of patents in universities and promoting the implementation of the national innovation-driven development strategy in Henan Province The implementation and development of Henan Province has gradually developed into a strong province in intellectual property rights in our country.
