| Global competition is getting fiercer,and talents are increasingly is deemed as the core of facilitating economic and social evolution.Administration at all levels are endlessly perfecting their own policies and making talent work,as a emphasis administration work,especially high-skilled talents work.As a momentous manufacturing city in the western area,Urumqi needs highly skilled talents with abundant practical experience in quantity.The cultivation of high-skilled talents have become an important tool to overcome the "choke point" of Urumqi’s economic and social advance.Although Urumqi City is constantly improving relevant policies based on its own actual conditions,some problems have been exposed,which are worthy of our consideration.This thesis is based on many theories,such as new public administration theory,local government competition theory and so on,investigating the policy conundrums and countermeasures of training high-skilled talents in Urumqi by using data studies,case study,and comparative analysis.The study and countermeasures were conducted on 4 cases,including the realization situation of medium-long term construction plans,the construction policy of skilled master workshop,the school-enterprise cooperation of Urumqi Urban Rail Group,and the loss of highly skilled talents from Urumqi Guosheng New Energy Company,and proceeding with the high-skilled talents policy of Guangzhou,an advanced city for high-skilled talents in China,from the four aspects of policy objectives,policy content,policy strength and policy effectiveness.This research found Urumqi high-skilled personnel training related policies have problems such as aim too high,unclear division of responsibilities for the construction of skilled master studios,poor security of school-enterprise cooperation policies,and incomplete incentive mechanisms that lead to brain drain.Laying the foundation of drawing lessons from inland area,it is proposed that through in-depth investigation and research,reasonable policy objectives should be formulated,the responsibilities of each training subject should be clarified,policy content should be improved,government attention should be improved,improve policy security,supporting incentive measures,mobilize industry associations,enterprise and other social forces in order to complete the high-skilled talents cultivating policy of Urumqi and meet the needs of the era of great development. |
