The purpose of this study is to explore how Chinese students participate in university governance through the Congress system.This paper chooses case study method and takes A University as the case study object.Through literature analysis and interview investigation,it is found that the process of students' participation in A university governance involves five level paths(students ? university governance organizations,students ? student representatives ? student union ? university governance organizations,students ? student functional communities ? university governance organizations and students ? student president assistant ? university governance organizations)and negotiation path for student representatives to participate in negotiation meeting.Among them,"students ? student representatives? student union ? university governance organizations" level path and negotiation path are the main path for students to participate in A university governance.Firstly,the hierarchical path of “students ? student representatives ? student union ? university governance organizations” is actually the process of proposing,transferring and feedback of student proposals.The stage of proposing student proposals includes three steps: selecting questions,investigating and researching,and establishing proposals;the stage of examining and transferring student proposals includes summarizing,reviewing and voting on student proposals,and transferring proposals to relevant university governing bodies;the feedback stage of student proposals includes the response of relevant institutions to the proposal from the student union and the feedback from the student union to the student representatives.Secondly,the negotiation path is the process in which students' representatives communicate directly with university governing bodies face-to-face through consultation meetings,which include Rights and Interests Symposium,University Leaders' Reception Day and Major Work Meetings.The author illustrates the process of students' representatives participating in Rights and Interests Symposium,University Leaders' Reception Day and Major Work Meetings,respectively,with specific examples of Symposium on Interdisciplinary and Undergraduate-Master Joint Training,University Leaders' Reception Day for new campus construction and Teaching Work Meeting.Generally speaking,there are three ways to produce student delegates: open registration for all students,internal registration for formal student delegates and organizational recommendation.The specific forms of student delegates participating in the consultation are mainly questions,answers and discussions.It is concluded that the overlapping of hierarchical and negotiation paths is the main characteristics of A University Students' participation in University governance.The overlapping of hierarchical path and negotiation path shows that negotiation path is the complementary link of hierarchical path and the integration of negotiation idea and hierarchical idea.The author believes that the formation of the process model of A University Students' participation in university governance is due to the fact that,in the context of governance and institutional regulations with Chinese characteristics,A University empowers student groups,and student unions organize student representatives to participate in university governance through hierarchical and consultative paths,thus enabling students to establish a relatively stable trust relationship with relevant university governance institutions.According to the main content of this study,the author puts forward three suggestions for Chinese Universities to improve students' participation in University governance: firstly,to strengthen the system supply to ensure the effective empowerment of students;secondly,to establish and consolidate the trust relationship between students and schools;thirdly,to cultivate students' democratic literacy through appropriate training and incentives.
