With the increasing expansion of the scale of colleges and universities, fiscal expenditure can not meet the demand of developing higher education, so our country correspondingly reformed the charging rule of higher education, and established the mechanism that the government and student share the expenses of education together. The rising cost of education has become a major obstacle to the enrollment of students from poor families. In order to solve the economic pressures of students from poor families, the government has implemented a policy of student loan to achieve the equity of education.China has published a variety of student loan policies since1987, but they haven’t achieved a sustained development due to various reasons. After an extensive research, the state introduced the student-origin-based credit loan in2007, and put it into use in2009in the country. By the end of2009, the cumulative amount of this kind of loan had reached11.92billion Yuan, loan balance had reached11.33billion Yuan, and2.24million students had obtained the loan.In order to achieve the sustainable development of student-origin-based credit loan, I have conducted a thorough investigation in Dezhou University of student-origin-based credit loan by student sampling, questionnaires, etc., using literature research, case analysis, summarized summarize theoretical tools to discover the advantages and disadvantages of it. Compared with the previous student loans, student-origin-based credit loan is a kind of credit loans, which does not require students to find guarantees or collateral, so that it can reduce the cost of students in applying for a loan. At the same time parents as co-borrowers, to some extent reduce the default and extension of the loan can help to reduce the student’s repayment pressure. The handling bank belongs to policy bank, which better highlights the characteristic of policy, helping and the public interest. Universities no longer have the risk of compensation, which reduces college economic pressure, and mobilizes the enthusiasm of the college. But I have also found that the supporting laws and regulations are not perfect, and other issues are still existing, such as low-cost high-yield, funded staffing shortage, a single way of interest rates and repayment terms and so on. Learning from the mode of operation on the basis of the experience in the relatively mature countries such as the United States, Canada, Japan, I put forward a set of the long-term mechanism for student-origin-based credit loan, which clears the main points of the application for issuance, the middle management and loan recovery process, which expands the use of credit system to improve the awareness of the national credit,and which clarifies the rights and responsibilities of the government, universities, banks and students and parents. This mechanism cancels the unreasonable restrictions of household registration policy to make it easier for the students to apply for a loan, gives different compensation of the interest rates according to the student’s family conditions, and nurtures the competition mechanism for student loan market to reduce the cost of student loans. And at the same time it develops a scientific and reasonable method of repayment, such as the repayment of the loan according to income ratio, eliminating the loan for the students who add to the talent shortage industry, and compensating the loan for the outstanding students. The aim of this mechanism is to achieve the continued development of the student loans.
