Research On Improving The Quality Of Floating Population Census Registration

Population is an important subject of social life and development.Most countries or regions will take the census as an important way to collect and obtain the basic population data of their own country or region,the research shows that although the government has invested a lot of manpower,material and financial resources for the census,there are many reasons,such as the wide range of population census,large population mobility and the decrease of the cooperative willingness of census subjects,in each census registration process,there will always be under-reporting,over-reporting and misreporting.This phenomenon is particularly prominent in China which a country with a large floating population.So this paper starts with the seventh national population census of Inner Mongolia in 2020 to improve the current quality of floating census registration to carry out in-depth research.This paper consists of six parts.The first part of the introduction mainly introduces the background and significance of the topic,the research status of the topic,the research methods used in this paper,the innovation of the paper and so on,at the same time points out the basic point:Through extensive pilot programs,targeted recruitment and publicity of census takers,and enhanced departmental collaboration,it can effectively improve the quality of floating population census registration.The second part explains the basic definition of floating population,census and registration quality.The new public management and collaborative governance theory explain that the registration quality of floating census must be improved from the theoretical point of view.The third part mainly introduces the work done to improve the registration quality of floating population census in the six censuses since the founding of New China.The fourth part,taking the seventh census of Inner Mongolia as an example,analyzes the factors that affect the registration quality of floating population census.The fifth part takes the United States as the research object,which has the longest census history,relatively perfect system and rich experience,and introduces the main practices of floating census registration in the United States and its enlightenment to China.The last part synthesizes historical experience and the main practices of advanced countries.It is suggested that the quality of floating population census registration can be improved by carrying out extensive pilot programs,selecting census workers and publicizing them in a targeted way,and strengthening departmental cooperation.
