Research On The Enterprise Reform Of Geological Exploration Units Based On Principal-Agent Theory

The reform of public institutions is an important proposition of national governance and academic research,and the enterprise reform of geological exploration institutions is one of the more complex ones.Since the State Council put forward the requirement of turning things into enterprises for the reform of the management system of national geological exploration teams in 1999,by 2011,the State Council decided to promote the classification reform of public institutions throughout the country,and,"localized" geological exploration institutions are generally divided into public welfare category Ⅱ,Today in 2022,geological prospecting units still adopt the enterprise reform mode since the "three ownership" management in the management system,showing the complex characteristics of separation of management and office,separate operation and return to the cause,which has aroused the author’s strong interest in studying this issue.This paper studies the enterprise reform of geological exploration units at the present stage.The key and difficult point of the research is that the transitional policy of mixed system can exist for a long time,without the internal mechanism of truly entering the market as an enterprise legal person,and contains the contradictory challenge of adverse selection.Different from previous studies that only focused on the enterprise operation mechanism of geological exploration institutions,this paper studies the current contradictions of enterprise reform from the perspective of the role of the government and geological exploration units from the time and direction dimensions,so as to provide a new perspective,new viewpoints and new ideas for the government to promote the enterprise reform of geological exploration units.Taking the geological and mineral system of S Province as an example,this paper constructs a research model by using the principal-agent theory,analyzes the evolution process and current characteristics of the enterprise reform of geological exploration units by using three main research methods:historical research method,participatory observation method and semi-structured interview method,and then uses the three-level coding method of subject analysis to explore and find three main problems of the enterprise reform of geological exploration units entrusted by the government:the "adverse selection" of the client The "moral hazard" of the agent and the "hidden knowledge" of the supervisor further analyze the reasons behind the enterprise reform through the asymmetric mechanism of the principal-agent theory in advance,afterwards and content,and get the solution:reshape the principal-agent contract between the government and geological exploration units,find the agent reform scheme of geological exploration units with the lowest cost,and give full play to the supervision role of geological and mineral supervision in government entrustment.This research innovatively uses the perspective of the relationship between principal and agent to study the enterprise reform of geological exploration units entrusted by the government,solves the mystery of the lack of independence of the enterprise legal person of geological exploration units,the long-term delay of the mixed system and the failure to turn to enterprises,and obtains an important conclusion:"the Bureau of Geology and mineral resources helps geological exploration units convince the government of adverse selection to produce moral hazard by hiding knowledge",and finds ways to break the barriers of interests The good idea of reconstructing the new order of principal-agent between the government and geological prospecting units has made clear the clouds and seen the bright future in the enterprise reform with complex contradictions,which provides a useful idea and reference for promoting the enterprise reform of geological prospecting units in the "localized" geological and mineral system.
