Study On Legal System Of Forest Resource Ecological Value Evaluation

With the implementation of the theory that "Lucid waters and lush mountains are valuable resources",the value realization path of forest resources ecological products has become diversified,and how to quantify the ecological value has become the key problem.The ecological value evaluation system of forest resources provides an important basis for ensuring the realization of ecological value.However,in the process of promoting economic development of high quality for natural resources,ecological value is quantified,asset-like evaluation system is not perfected,at the same time,influenced by the past pattern of economic development,natural resources ecological value assessment is often not respected,so that result the phenomenon of forest resources in economic transactions ecological value leakage.At present,China is also constantly improving the forest resource evaluation system,and establishing pilot work in practice to promote the realization of the ecological value of forest resources,but there are still some problems,such as unclear qualification of evaluation subjects,confusion of supervision,unclear responsibility,which need the joint progress of legal system and economic system to improve.The legal system of forest resources ecological value evaluation is an indispensable part of the value and asset of natural resources ecological products,and also a guarantee for the realization of "lucid waters and lush mountains are gold and silver mountains".Therefore,when studying the subject,content and method of ecological value evaluation of forest resources,we should standardize it from the Angle of legal system and economic development,improve the evaluation system system of our country,and promote the development and protection of ecological value of forest resources.This paper is divided into three parts,mainly analyzing the forest resource ecological value evaluation system.The first part summarizes the development of legal system related to forest resource ecological value evaluation,and introduces the evolution process and development status of forest resource evaluation system.The second part analyzes the existing problems and causes of forest resource ecological value evaluation system in China based on the main body,content,legal responsibility and relevant mechanism of forest resource ecological value evaluation.It includes the confusion of the access and management of evaluation subjects,the unclear content of ecological value evaluation,the imperfection of legal responsibility and the imperfection of relevant mechanisms.The third part combines the economic system construction with the practice of pilot cases as a supplement,from the aspects of management system and market mechanism to explore the suggestions of improving the forest resources ecological value evaluation system.
