Since the beginning of the 21st century,the demand for agricultural production and urban construction have been increasing,but appeared in the process of development such as cultivated land area gradually reduce and more and more serious phenomenon of water loss and soil erosion,land desertification and desertification was badly damaged by increasingly obvious,biodiversity,restricts the sustainable development of our economy and society.In recent years,our nation has currently actively promoted the construction of ecological civilization in response to the above issues,it has set the process of territorial space development,and established a planning system with territorial spatial planning as the corer.However,the evaluation of resource and environment carrying capacity plays an unshakable role in the system of territorial spatial planning.Therefore,it is of great practical significance to carry out research on resource and environment carrying capacity evaluation and rationally construct functional zoning of territorial space in order to find out the direction of natural resource development and utilization and ecological protection in different regions.This study uses the NPP quantitative index evaluation and integrated evaluation methods to meet the preliminary basic work requirements of resource and environmental carrying capacity in the territorial spatial planning.Taking Lulong County of Hebei Province as the research area,it estimates the carrying capacity of resources and environment,then its carrying capacity of various subsystems is calculated by the analytic hierarchy process(AHP),and the spatial analysis is conducted.Combined with the result of evaluation and spatial analysis,the function zoning of Lulong County is carried out.The research results are as follow:(1)In the grade evaluation for the carrying capacity of soil and water resources in terms of agricultural production,the areas of level ?,level ?,level ?,level ? and level ? are 39.86%,19.14%,16.50%,4.62%and 19.88%of the total area respectively.The carrying capacity is moderate.In terms of urban construction,the areas of the above levels are accounted for 44.14%,29.89%,13.45%,4.60%and 7.92%of the total area respectively.Therefore,the overall carrying capacity of soil and water resources has a strong supporting capacity for urban construction.Lulong county ecological protection level ?,level ? and level ? area are accounted for 1.40%,65.58%,33.02%of the total area respectively,so it has a profound natural background condition.(2)From the perspective of spatial characteristic distribution,the bearing capacity of various subsystems in Lulong County has obvious differences in spatial distribution.In the natural condition subsystem,the high value area is mainly distributed in Lulong Town and Shuangwang Town,while the terrain in this area is relatively flat.In the natural resource subsystem,the high value area is mainly distributed in Panzhuang town and Shuangwang town,which are rich in cultivated land and water resources.In the subsystem of ecological environment,Liujiaying Township and Yanheying Township are high value areas,which are located in the northern low mountain area with better ecological protection.In the social and economic subsystem,Shimen Town and Lulong Town are located in the higher value area,which is the central urban area with a higher level of economic development.(3)From the perspective of spatial correlation,the carrying capacity of each subsystem in Lulong County presents a certain spatial agglomeration characteristic.Under local autocorrelation analysis,the carrying capacity of various subsystems has a great difference in the spatial distribution pattern.In the natural condition subsystem,Lulong town and Shimen town have high-high correlation,while Liujiaying township has low-high correlation.In the natural resource subsystem,Yinzhuang township and Xiazhai township show the agglomeration characteristics of high-high correlation,while Jiabo town shows the low-high correlation.In the ecological environment subsystem,Liujiaying township is highhigh correlation,while Liutian Gezhuang town is high-low correlation.In the subsystem of social economy;Shimen town is high-high correlation,while Yanheying town is low-low correlation.(4)Based on the evaluation results,it has established the land spatial function division.of Lulong County.Among them,Liujiaying Township,Yanheying Township and Yinzhuang Township belong to the resource protection zone.Shuangwang Town and Mujing Town belong to the ecological restoration area,Panzhuang Town,Chenguantun Town,Liutian Gezhuang Town and Jiabo Town are the agricultural development area,futhermore,Lulong Town,Shimen Town and Xiazhai Town are the urban construction area.This study can provide technical support and theoretical basis for the formulation of Lulong County's territorial spatial planning.Meanwhile,the evaluation system and zoning method constructed in this study can provide reference for the evaluation of resource and environment carrying capacity and the research of territorial spatial function zoning at the county scale.
