Measures And Analysis Of Shared Development In Various Regions Of China

At the Fifth Plenary Session of the 18 th Central Committee of the Communist Party of China,for the first time,the five major development concepts with innovation,coordination,green,openness and sharing as the main content were clearly put forward,of which shared development is the ultimate goal of the remaining four concepts.Shared development is the main way to eradicate poverty and achieve common prosperity.Therefore,the development of research sharing is both theoretical and epochal significance.In "In-depth Understanding of the New Development Concept",General Secretary Xi Jinping started from the four aspects of coverage,content,realization path and overall promotion process,injected a new concept connotation into shared development,and summarized it as sharing by the whole people,comprehensive sharing,co-construction and sharing,and gradual sharing.This paper is based on this new connotation,selecting four aspects of the new connotation of shared development as the second-level indicators of the evaluation index system,and then selecting a total of sixteen third-level indicators to comprehensively establish a shared development evaluation index system to measure the shared development of 31 regions in China in the 10 years from 2010 to 2019.Using the analytic hierarchy method and the entropy value method to calculate the comprehensive evaluation score of shared development,and then evaluting and analying the outcome.The panel data model is used to regress the calculated shared development index,study the factors that may affect the shared development,and guide the direction for the policy recommendations to improve the level of shared development in the future.The main results are as follows:(1)Construct a shared development evaluation index systemThe weights of the secondary and tertiary indicators are calculated by the analytic hierarchy method and the entropy value method,respectively,so as to obtain the comprehensive scoring of the shared development evaluation index system.The results show that in the 2019 Shared Development Index,Beijing ranked first with a score of 0.760,and the top five were Beijing,Zhejiang,Jiangsu,Hubei and Shanghai.The degree of shared development is greatly related to the level of economic development,and the shared development of the entire eastern region is ahead of the western region;and in the secondary indicators,the overall situation of the whole people sharing is higher than that of comprehensive sharing,coconstruction and sharing,and gradual sharing.(2)Analysis of influencing factors of shared development based on panel dataRegional gross domestic product(GDP),fiscal expenditure(fe),fixed asset investment(fai),total retail sales of social consumer goods(sale),urbanization rate(urban)and population dependency ratio(dep)were selected as explanatory variables for the regression model,and the influence of these explanatory variables on the explanatory variables of shared development was studied.The regression results show that fiscal expenditure,fixed asset investment,total retail sales of social consumer goods,and urbanization rate play a positive role in shared development,while the regional GDP shows the opposite result of the theory due to the influence of multiple collinearity-regional GDP plays a negative role in shared development,and the impact of population dependency ratio on shared development in the model is not statistically significant.(3)Policy recommendationsFirst of all,it is necessary to take the vigorous development of economic construction as the central task and constantly liberate and develop the social productive forces.Secondly,we must respect the people’s dominant position,fully mobilize the subjective enthusiasm and determination of the people to devote themselves to joint construction.Finally,we should optimize and improve the distribution system,narrow the gap between various regions,and achieve shared development and common prosperity.
