Evaluation Of University Scientific Research Achievements Based On Multi-attribute Decision Analysis

Rejuvenating the country through science and education is a national strategy advocated and actively implemented in China.Colleges and universities belong to the foundations and carriers of the national strategy of rejuvenating the country through science and education.Scientific research achievements in colleges and universities are the symbol of scientific research and implementation in colleges and universities.The evaluation of scientific research achievements in colleges and universities can reflect the levels and differences of scientific research and implementation of them.With the high development of information technology,how to scientifically and reasonably evaluate the scientific research achievements of colleges and universities is of positive significance to promote the R & D and implementation of science and technology in colleges and universities and realize the strategy of rejuvenating the country through science and education.Based on the relevant theoretical knowledge of multi-attribute decision-making analysis,this thesis carries out the research on evaluating the scientific research achievements in colleges and universities,and puts forward a scientific and reasonable evaluation system and evaluation method,so as to construct an evaluation system platform of scientific research achievements in colleges and universities based on the Internet.This thesis is composed of the following parts:Firstly,this thesis reviews and comments on the current relevant methods of scientific and technological achievements evaluation,as well as points out the limitations and deficiencies of them.Secondly,the theoretical knowledge of multi-attribute decision-making and group decision-making involved in the evaluation of scientific research achievements in colleges and universities is analyzed in details,and the relevant knowledge of fuzzy set theory is introduced,which paves the way for the normalization method of various forms of evaluation information proposed in this thesis.Then,based on multi-attribute decision analysis theory,this thesis puts forward the evaluation method of scientific research achievements in colleges and universities,which includes the following steps:(1)Establish a scientific and reasonable evaluation attribute system.(2)Normalize the evaluation information of multi-granularity fuzzy language expression,interval number and ranking value.(3)Set up models and solve the weights of experts,as well as integrating the evaluation information of the experts.(4)Determine the weights of attributes by means of integrating the subjective and objective weights.(5)Calculate the overall values of scientific research achievements in colleges and universities.This thesis uses an example to illustrate the feasibility of the above evaluation method in the field of scientific research achievements.The innovations of this thesis include the following aspects:(1)using multi granularity fuzzy language,interval number and ranking value to express experts’ evaluation information.(2)The method of subjective and objective integration is used to solve the weights of attributes.(3)The cosine of the included angle is used to establish the expert consistency matrix and solve the expert weights.Finally,in order to better show the evaluation method of university scientific research achievements proposed in this thesis,an online evaluation system platform based on Internet is designed.Through this online evaluation system platform,the evaluation experts are allowed to use fuzzy language expression,interval number and ranking value to evaluate the corresponding attribute values,so as to make the expression of evaluation information more accurate,true and scientific.The evaluation method and evaluation system platform proposed in this thesis can promote the scientific and reasonable evaluation of scientific research achievements in colleges and universities,which is of positive significance to promote the scientific and technological progress of colleges and universities and realize the national strategy of rejuvenating the country through science and education.
