| China’s gross marine product followed a year-on-year upward trend from 2006 to2019,with the total value increasing from 2095.8 billion yuan to 8941.5 billion yuan[1],but the main reason is the trade tensions between China and the United States in 2020,and the sudden new outbreak of coronary pneumonia made the international situation very volatile,the total value in 2020 was 8 trillion yuan,down 10.52%compared to2019[2].The rapid development of the maritime economy has attracted national attention.At the 18th Congress of the Communist Party of China,China presented the strategic goal of building“maritime power”;Since the 18th National Congress,the high-quality economic development strategy has emphasized that offshore is an important strategic location.As an important part of the national economy,the maritime industry is of great strategic importance for development.But the problems between the objective of"maritime power"and the reality of"environmental requirements"are becoming increasingly serious.The excessive loss of resources and heavy burden on the environment not only exacerbate the contradiction between the development of marine economy and marine resources and the environment,but also lead to the development of pollution of marine economy through the destruction of marine ecology and the environment.Based on the above background,we will focus on research into the economic growth of green oceans in environmental constraints,measure the level of development of the Green Gross Productivity(GTFP)indicator system for the maritime economy,and explore ways to increase China’s total green productivity.The maritime economy in terms of the degree of the role of internal decay factors and the path of influence of external factors.First,this study selects panel data from 11 major provinces and coastal cities in China(excluding Hong Kong,Macao,and Taiwan)from 2006 to 2016and constructs the Malmquist Luenberger Global Index Model(SBM Index Model)based measurement.Including the unexpected result of calculating the degradation value of the GTFP and the maritime economy of the country as a whole and of the provinces and cities under environmental constraints.And secondly,the transformation characteristics and the degradation value of the maritime economy over the study period are analyzed from a spatial evolution perspective.From the perspective of empirical analysis,the effect of the degradation values of each element on the GTFP of the marine economy is examined and third,the least squares structural equation model is constructed to clarify the transmission mechanism and path of influence between marine technologies and innovation,improving the structure of the maritime industry and the overall green productivity of the maritime economy.Finally,effective countermeasures and proposals will be put forward to promote the development of a high-quality maritime economy.Studies show that:(1)Pure technological advances and pure technical efficiency play an important role in promoting GTFP in the maritime economy,but the latter must play an effective role in practice.Through regression analysis of panel data,clean technological efficiency is a major factor in maritime GTFP,followed by the contribution of clean technology development in maritime GTFP.However,the analysis of the development trend for 2006-2016 effectively shows the positive impact of clean technology development on maritime GDP during the IP,while the role of clean technology efficiency is not self-evident at the beginning of the study and the benefits are confirmed later in the study and subsequently revealed.(2)The improvement in the structure of the maritime industry is characterized by the growing share of the maritime services sector.Improving the level of innovation in marine sciences and technologies depends not only on the performance of marine sciences and technologies,such as the volume of publications and topics in the maritime sector,but also on fundamental investments in science and technology,such as the Internet and technological and business skills.marine sciences.From the macroscopic extent of the country and the regional analysis of the three largest maritime economic districts of the south,east and north,the scale of the maritime industry includes three variables observed in primary,secondary and tertiary industries.Economies account for a large part of the structure of the maritime industry and the"maritime relationship between the secondary industry and the tertiary industry"largely explains the turnaround in the structure and reform of the maritime industry.Many specific indicators examining the achievements of marine science and technology and supporting the fundamentals of the ocean describe in detail the invention of marine science and technology.(3)If the marine industry structure makes innovations and upgrades using the innovation of marine science and technology,it will effectively promote the marine economy of the GTFP.From the point of view of the national macro-framing and the regional analysis of the three great circles of the maritime economy,through the indirect impact of marine technological innovation and the structure of the maritime industry,the modernization of the structure of the maritime industry has a large positive improvement of the maritime economy of green total factor productivity.(4)There is a mutual promotion relationship between the maritime industrial structure and scientific and technological innovation in the sea.The marine industry plant uses the power of marine science and technological innovation to modernize and break through,and the achievements of marine science and technological change should greatly improved;The maritime service sector in the southern maritime economic circle is immature and insufficient to become the main engine for the development of the maritime economy,and it is necessary for the navy to play an indirect role in promoting scientific and technological innovation can innovate technical support contribute to industrial development.This conclusive study offers research-based streamlining recommendations.(1)Develop emerging maritime industries using the scientific and technological innovation of the Internet and realize the modernization of the maritime
