Research On The Countermeasures Of Daqing Municipal Government To Promote The Green Transformation Of Resource-based Cities

With the rapid growth of economic scale and population worldwide,economic development has also caused serious damage to the ecological environment,and natural resources are gradually facing depletion.Due to the massive exploitation of resources,the number of renewable resources is becoming smaller and smaller,and various countries have focused on how to achieve economic and ecological benefits.In this context,green transformation and sustainable development have gradually become key issues in regional research.Resource-based cities are cities formed due to the massive exploitation of natural resources.Their rugged economic growth pattern has caused damage to the resources and ecological environment of resource-based cities.Resource-based cities must undergo green transformation for economic development.As a resource-based city,the state and Heilongjiang Provincial Government attach great importance to the green transformation and development of Daqing City.Exploring the current situation of green transformation and development in Daqing City and seeking ways to promote healthy and sustainable development can not only strengthen theoretical and empirical research on green transformation and development,but also provide new ways for the green transformation and development of other resource-based cities.As the main body of public management,the government not only bears important responsibilities for economic and social development,but also plays an important role in the green transformation,which has a significant impact on the process of green transformation.Starting from the perspective of government functions,taking Daqing City as the research object,this paper defines and sorts out the concepts of resource-based cities,green transformation,and government functions.It elaborates on the basic theories related to the green transformation of resource based cities from four aspects:green governance theory,new public service theory,sustainable development theory,and urban ecology theory,using literature analysis,comparative analysis The investigation and analysis method is used to study the green transformation of Daqing Municipal Government;Based on an introduction to the geographical location,resources,and urban conditions of Daqing City,this paper analyzes the exploration process of Daqing Municipal Government in promoting resource based cities and the achievements made by Daqing Municipal Government in promoting the green transformation of resource based cities from three aspects:improving government policies,increasing financial investment,and vigorously developing the tertiary industry.It is found that there are vague government function positioning,lack of sound policy planning,and insufficient government guidance and social participation The main causes of problems such as inadequate government supervision and management are defects in government management functions,inadequate government planning functions,weakened government guidance functions,and insufficient coordination of government regulatory functions.Referring to the successful experience of resource based green transformation at home and abroad,it is believed that the government should clarify the government functions in the green transformation,improve policy planning in the green transformation,attach importance to government guidance in the green transformation,and strengthen environmental supervision in the green transformation,with a view to promoting the green transformation of Daqing Municipal Government and providing experience for similar resource based cities at home and abroad.
