Agriculture is the foundation of all industries,and food security is a prerequisite for maintaining economic and social stability.The study explores the total factor productivity of rice production in the dominant rice production areas in the Yangtze River basin,which can provide intuitive data support for scientific evaluation of rice production in the Yangtze River basin,and furthermore,in the context of the times when the government’s agriculture-related transfer payments are inefficient and the industrial structure and population structure are changing rapidly,examines the effects of transfer payments,the This paper examines the impact of transfer payments,industrial structure and population aging on rice production efficiency,and clarifies the mechanism of the impact,which can provide theoretical guidance for improving rice production efficiency in the Yangtze River basin.This paper measures and decomposes the total factor productivity of rice production in the Yangtze River basin based on the stochastic frontier model(SFA)based on rice production and other related economic data from 10 provinces and cities in the Yangtze River basin.From the measured results,the technical efficiency,technical progress,and scale efficiency of rice production in the ten provinces of the Yangtze River basin show relatively large fluctuations and negative values in many years.Further,this paper analyzes the effects of transfer payments,industrial structure and population aging on total factor productivity of rice production in ten provinces and cities in the Yangtze River basin from 1995 to 2021 using a fixed-effects panel model,and finds that the effects of industrial structure on the growth of total factor productivity in agriculture are insignificant,and the growth of government transfer payments on the growth of total factor growth in rice production is significantly negative.And the results of the phased regression show that the first stage(1995-2008)transfer payments have a negative effect on the growth rate of TFP of rice production and a negative effect on the improvement of technical efficiency,and the other two factors do not significantly affect total factor productivity and each indicator.In the second stage(2008-2021)the impact of transfer intensity on the TFP growth rate of rice production is no longer significantly negative,which means that the efficiency of agriculture-related fiscal transfers in China is improving.In addition aging has a significant negative impact on the TFP growth rate of rice production,technical efficiency improvement and technological progress.This implies that as China accelerates into an aging society,the quality of labor capital in rural areas has begun to significantly affect agricultural production.Based on the above findings,this paper makes the following recommendations:to promote technological progress in rice production in the Yangtze River basin,policy dividends,quality of farmers’ labor force and promotion of labor transfer,improving science and technology promotion and cultivation,promoting agricultural mechanization,and strengthening transfer payments are all aspects that must be promoted with great effort.We should make full use of various resources and technological progress of rice production in the Yangtze River basin and the full realization of agricultural modernization.
