Based On The Text Analysis Of China’s Marine Tourism Policy From 1982 To 2021t

In the context of building an ocean power,the sustainable development of marine tourism needs to be backed by an unbreakable and efficiently operating policy and legal system.In this paper,160 effective policy texts were collected from1982-2021 at the central level for the study of marine tourism policy texts.By reviewing the relevant literature,and taking inter-governmental relationship,attention allocation and policy adaptation as the theoretical basis,we construct a three-dimensional analysis framework of "policy subject-policy theme-policy tool",and use policy bibliometry,text mining method(LDA theme model)and content analysis method to analyze the development of China’s marine tourism policy from outside to inside at multiple levels.The study shows that China’s existing marine tourism policies are not only a good example,but also a good reference for policy makers.The study shows that the number of existing marine tourism policies in China has been in a phase of "slow start-twists and turns-steady and rapid development" over time.The form of policy text is mainly in the form of macro-guidance policy,lacking specific implementation methods and mandatory laws and regulations.The main body of policy formulation is diversified,mainly formulated individually,and inter-departmental cooperation needs to be strengthened.Using the LDA model,the policy themes are summarized into six themes: "tourism product development,infrastructure construction,cruise yacht management,maritime safety management,and business environment",and show a trend of large fluctuations in the early stage and stable in the later stage as time progresses.Policy theme attention is mainly focused on the construction of infrastructure hardware,information,culture,services and other software support need to pay more attention.Policy tools as a whole is uneven,supply-oriented focus on infrastructure construction,the lack of talent training,lack of financial support;environment-oriented policy tools used overflow,lack of operational policies;demand-oriented policy tools rely on market cultivation,consumption attraction and other indirect pull demand.Therefore,in the policy subject,it is recommended to establish the coordination and cooperation mechanism between departments,pay attention to the overall planning of marine tourism,strengthen the linkage of the main body of policy formulation,and introduce feasible and legally effective policy support.In the policy theme,take multiple measures to optimize the business environment,open up the upstream and downstream industry chain and innovation chain,and pay more attention to the construction of advanced marine culture and the improvement of the soft power of service quality;continue to strengthen the management of maritime safety,and effectively protect the personal safety of tourists.In the policy tool dimension,balance the supply-based,environment-based,demand-based tools of internal and external combination of application,especially to play a good combination of infrastructure and capital,talent and technology,increase financial tax support,increase government procurement,service outsourcing and other direct means of driving consumption,really let enterprises enjoy policy dividends,from the policy level to promote the development of marine tourism industry and fast.
