| The ‘Belt and Road Initiative’ proposes to build a global connectivity system,and the logistics industry is a main force to achieve this,as well as an important basis for the optimal allocation of resources among regions.Local logistics construction needs to rely on the support and regulation of the governments’ policy,and a sensible logistics policy system can play a role in regulating market operation and promoting healthy development of logistics industry.At present,there are many problems in the provincial logistics policy,which has not formed a perfect policy system,and blocked the healthy and sustainable development of the logistics industry to some extent.This paper analyzes the logistics policies of provinces along the "Belt and Road" from two dimensions of policy quantification and implementation efficiency,in order to provide reference for the subsequent adjustment of logistics policies.This paper systematically reviews the provincial logistics policies of the provinces along the ‘Belt and Road’ from 2013 to 2021,and 368 core logistics policies were selected to be analyzed.Firstly,the paper extracts high-frequency words from the policy text and analyzes the topic of LDA(Latent Dirichlet Allocation),and obtains six main themes of current logistics policies.Then,an index model of Policy Modeling Consistency(PMC)was constructed,with 9 first-level variables and 37 second-level variables set to analyze the policy effectiveness.The results showed that 70 percent of the policies effectiveness are in good or above level.The quantify research result for policy text from the aspects of theme and effectiveness shows that logistics policy concentrates on provinces along the "Belt and Road" are becoming more and more comprehensive over time,and the overall effectiveness of logistics policy shows a growth,but the use of policy incentives is imbalanced,and there are few corresponding measures in terms of personnel security,personnel training,and market expansion.At present,most of the analysis of logistics policy adopts qualitative analysis methods,and this paper uses the adjusted PMC index model to quantify logistics policy objectively,which has largely avoided the subjectivity of expert experience judgment,enriches the perspective of quantitative research on logistics policy,and has a certain reference role for subsequent individual logistics policy evaluation.In addition,based on the analysis results of policy texts,this paper has used Data Envelopment Analysis(DEA)to measure regional logistics efficiency and analyze the impact of policies on logistics efficiency.In past research,the impact of policies on logistics efficiency is usually replaced by financial expenditure-related indicators.However,policy support is reflected in many aspects,such as financial investment,tax reduction,government procurement,supervision,and management,etc.In this paper,PMC index score is used to analyze the impact of overall policy effectiveness on logistics efficiency,shows that policy support has a positive effect on logistics efficiency.The research result indicates that there are obvious regional differences in logistics efficiency driven by policies,the overall logistics efficiency shows a fluctuating trend and is far from reaching the ideal state.The main reason for low logistics efficiency is low pure technical efficiency.Therefore,the follow-up adjustment of policy should concentrate on improving the coverage of logistics policies,optimizing the use structure of policies and measures,expanding the scope of policies and make the full use to the government’s regulation function,pay attention to regional differences,and adjust policies according to local conditions. |
