The implementation of the three-year action of state-owned enterprise reform has put forward precise and scientific requirements for the management level of the internal functional departments of enterprises.Under the background of the three-year action of state-owned enterprise reform,it is urgent for the organizational department to build a set of performance appraisal that can reasonably,comprehensively and efficiently evaluate the performance of the department.However,since the organizational department is an intermediate management level,it is necessary to complete the tasks assigned by the leader with high quality and efficiency.In order to lead and mobilize the department staff to complete the department objectives,there are many aspects to be considered in the process,and how to measure and evaluate the performance of the department reasonably and fairly is a key point that we cannot ignore.This paper takes the Audit Department of geological prospecting unit as an example,based on the existing performance measurement standards of its audit department,analyzes the shortcomings and shortcomings of the existing system,fully considers the unit’s macro strategy and reform requirements,analyzes and refines the previous literature indicators,and summarizes and establishes the departmental performance evaluation index system.In the process of establishing indicators,the company’s own strategy,control and key deployment are integrated with the audit department’s evaluation objectives and stakeholders involved in the process,which improves the consideration of both strategy and stakeholders.In the construction of performance evaluation indicators,this paper first analyzed and sorted out the performance evaluation indicators of relevant audit departments,made statistical screening,classified them according to the five dimensions of "business process","organizational capability","organizational strategy","stakeholder satisfaction" and "stakeholder contribution",and set specific evaluation indicators respectively.The first-level evaluation index is determined according to five dimensions,and the second-level evaluation index is determined according to the actual situation of the department.Then,BWM-DEMATEL method is used to assign weights to the indicators,and a set of performance evaluation index system is established which accords with the actual situation of the department.Finally,the indicators are scored according to the fuzzy comprehensive evaluation method.Judging from the scoring results of the performance evaluation index,it can evaluate the performance of the department in a more comprehensive way,and also improve the business level of the department.However,due to the short time,there are still some imperfections in the evaluation,which need to be further improved.In general,this paper provides ideas and reference for the functional departments of relevant units in our country how to carry out performance management and evaluation.
