Research On Enhancing China’s Discourse Power In Global Climate Governance

China’s rapid economic development in recent years has made it the second largest economy in the world,carbon emissions have also risen accordingly,and its impact,role and responsibility in global climate governance are also increasing.However,the international discourse power in this field does not match China’s comprehensive strength.At present,global climate governance is entering a new period,and international rules based on carbon neutrality are being established.China,as a responsible major country,has been committed to promoting the improvement of the global climate governance system.At the same time,the international discourse power needs to be actively constructed by the country,so it is necessary to promote China’s participation in the active construction and promotion of the discourse power of global climate governance.Throughout the development process of China’s discourse power in global climate governance,we can find that China’s international discourse power in global climate governance is gradually increasing.Especially during the Paris Climate Conference after2014,China actively played a leading role in global climate governance,played an important leading role in international climate negotiations and carbon reduction actions,and showed the image of a responsible country to the international community,so its international discourse power in global climate governance has also been strengthened to some extent.After analyzing how China’s international discourse power on global climate governance is constructed at this stage,it is found that China’s discourse power on climate change issue still has room to be raised.However,further enhancing China’s international discourse power in global climate governance still faces challenges.First,the competition for international rules based on carbon neutrality is fierce;Second,the ability of external communication of discourse is still insufficient;Third,the expectations of the international community have brought pressure;Fourth,insufficient supply capacity of climate science knowledge.Finally,four corresponding strategies are proposed.First,play a leading role and enhance institutional power;Second,adjust and improve the discourse communication strategy on climate issues;Third,actively implement commitments and make contributions within the scope of capabilities;Fourth,enhance the supply capacity of climate science knowledge.
