Research On Performance Evaluation Of Natural Science Foundation Of Hunan Province

In recent years,the trade friction between China and the United States has been escalating,and its essence is a contest of technological innovation strength.Scientific and technological innovation can be regarded as a weapon of the country,and basic research is the source of scientific and technological innovation.Basic research must serve today and lead the future.Scientific planning of basic research is conducive to building first-mover advantages,building core competitiveness in science and technology,and accumulating the driving force for long-term development.Under the background that the Hunan Provincial Party Committee and the Provincial Government regard the support and development of the Natural Science Fund as an important starting point for strengthening basic research and source innovation,how to optimize the performance management of the Provincial Natural Science Fund so that it can play a better role while the scale of capital investment is increasing.It has become one of the key problems to be solved urgently.In this paper,two methods of data envelopment analysis(DEA)and analytic hierarchy process(AHP)are used to conduct a systematic,comprehensive and overall evaluation of the fund utilization performance of the main types of natural science foundation projects of Hunan Province from2013 to 2017.Then,By referring to the performance evaluation of the National Natural Science Foundation of China and the provincial Natural Science Foundation of other provinces,the key factors affecting the performance evaluation of the Natural Science Foundation of Hunan Province are analyzed,and the main paths to realize the "efficiency improvement" of project funds are discussed,which will lay the foundation for the next step of Hunan’s improvement.The research level and original innovation ability,and even the creation of a scientific and technological innovation highland with core competitiveness,provide strong support.In order to improve the performance of the Natural Science Foundation of Hunan Province,it is necessary to first grasp the investment and output of the Natural Science Foundation of Hunan Province,conduct systematic analysis through effective tools,and then "trace the source" according to the analysis results,so as to further improve the investment intensity of basic research funds,increase the We will continue to improve the performance of the project implementation by starting with the support of great freedom exploratory projects,accelerating the training of young scientific and technological talents,and improving the performance evaluation system.
