The Research On The Comprehensive Evaluation For Provincial Natural Science Foundation

Along with the science and technology innovation is generally accepted in the global scope, innovation strategy is becoming more and more frequently appeared in the national strategy in countries around the world category. As an important power of national innovation support, the role of national natural science foundation in promoting the innovation ability takes more and more attention. It is late for the development of National Natural Science Foundation of China (NSFC) which plays the important role of the development of science and technology. With the continuous development of NSFC, the provincial natural science foundation has also established one by one to promote the level of regional science and technology. With the increasing of the provincial natural science foundations, the study of performance management of these foundations is also more and more attention by scholars and the public. Especially when the provincial natural science foundation of China, as a regional government science and technology management, is an important part of public spending, much attention has been paid to its funding and management conditions. But for a long time, because of the lack of awareness of foundation management and effective performance evaluation means, the evaluation of provincial natural science foundation of China often run into a review of specific projects, which is obviously cannot meet the needs of various stakeholders.Based on the systematic review of related theory and practice about the natural science foundation evaluation both in China and abroad, this study propose a comprehensive evaluation scheme to evaluate the provincial natural science foundation management performance. Considering the particular and important location of provincial natural science foundation of China, this paper, based on the stakeholder perspective, starting from the strategic orientation, respectively use word frequency analysis and case study method to evaluate the strategic congruence and essential congruence of provincial natural science foundation, and using the DEA model to evaluate its input-output efficiency, and use the fuzzy evaluation method to evaluate the operational efficiency of foundation management. Finally, this study propose a systematic and comprehensive evaluation system of provincial natural science foundation. In addition, this article selects the Natural Science Foundation of Anhui province of China as an example to prove the feasibility of this system in practice.Through the overall assessment of Natural Science Foundation of Anhui province of China as a case study, this paper concludes:the strategic consistency of Natural Science Foundation of Anhui province of China is evaluated well, and its financing efficiency is imbalance, and there exists larger space for foundation management to improve.
