| Water resources environmental security is the basis of high-quality regional development and an important content of ecological economic construction.Only by maintaining stable water resources environmental support can we effectively promote high-quality regional economic development.The karst mountain city of Guiyang is one of the southwest important central cities in our country,which has maintained a rapid economic growth in recent years.At the same time,a large number of population gathering,continuous urban expansion and extensive growth mode,etc.,make regional resource-based water shortage,engineering water shortage,water ecological environment destruction and other problems become increasingly prominent,threatening the security of regional water resources environment.However,under the background of high-quality economic development and the strategy of "strong provincial capital",Guiyang needs to bear a larger industrial and population scale in the future,which undoubtedly increases the difficulty and variable of the development and utilization of water resources and the protection of water ecological environment in Guiyang.Therefore,how to accurately analyze the regional "man-water" relationship and the supporting capacity of water resources environment,and effectively promote the regulation and management of regional water resources environment is one of the keys to achieve high-quality economic development in Guiyang City,which has certain theoretical and practical significance for the sustainable and high-quality regional development.This paper takes Guiyang City,a karst mountainous area in southwest China,as the research object,starts with the two basic attributes of the supporting ability of water resources environment to high-quality economic development,namely the degree of coordination and the degree of support,follows the overall idea of "current situation analysis--coupling coordination evaluation--supporting force evaluation--regional regulation",and takes the current situation of Guiyang’s economic development and water resources environment as the premise,The index system of Guiyang’s high quality economic development was constructed based on the connotation of high quality economic development,and the index system of water resources environment was constructed based on the overall thought of "three water".The coupling coordination degree model was used to evaluate the coupling coordination relationship between the two systems,and the spatial autocorrelation model was used to analyze the spatial agglomeration trend and evolution law of the coordination degree.However,it is difficult to fully analyze the specific support degree of Guiyang’s water resources environment to its high-quality economic development only through coupling coordination analysis.Therefore,by combining the connotation of high-quality economic development and the logical relationship of "drive-pressure-state-response",this paper establishes the DPRE four-dimensional index system of water resources environmental supporting ability,and evaluates and analyzes the water resources environmental supporting force of high-quality economic development in Guiyang City by using the improved TOPSIS model.The factors that affect the spatial difference of supporting capacity are analyzed by using geodetector.Finally,according to the spatial combination results of coordination degree level and water resources environmental support capacity level,the regulation zone is divided,and the development countermeasures and suggestions are put forward from the aspects of industrial structure adjustment,water resources utilization efficiency improvement,water ecological environment protection and prevention.The main conclusions are as follows:(1)From 2010 to 2020,Guiyang’s high-quality economic development showed a gradually rising trend,showing a "core-radial" development pattern in space;However,the environmental level of water resources showed a trend of fluctuation and spatial variation tended to be dispersed.In terms of the interaction between the two,Guiyang City has changed from the lag of highquality economic development to the lag of water resources environmental level,and the gap between the two gradually widening.(2)From 2010 to 2020,the coupling degree and coordination degree between high-quality economic development and water resources environment in Guiyang showed an increasing trend.The coupling degree between them is basically in the run-in stage,and the coordination degree has risen from the verge of disharmony stage to the reluctant disharmony stage,but the overall coordination level is still low.In terms of spatial distribution,the coordination level is higher in the west and the middle,and lower in the east,and there is a positive spatial correlation.The spatial correlation between high aggregation and low aggregation is obvious.(3)In 2020,Guiyang’s comprehensive support capacity of water resources environment belongs to low support level on the whole,of which30% are counties(cities)with medium support level.The low support level accounted for 70% of the total,showing great development potential and room for improvement.The overall distribution pattern of support space was higher in the middle than in the surrounding area.From the perspective of each dimension,the spatial distribution of the driving force and pressure of water resources environment has overlapping and matching characteristics.The regions with higher driving force and pressure level are concentrated in the central area of Guiyang City with relatively developed economy,large urban and population scale,and the higher the driving force level,the stronger the pressure degree,and vice versa.Water resource environmental resilience and water ecological resilience also have some spatial overlap characteristics.The levels of water resource environmental resilience and water ecological resilience in southern Guiyang are significantly higher than those in central and northern Guiyang.(4)From the perspective of influencing factors of water resources environmental supporting capacity,among the main controlling factors,the contribution rate of science and technology investment intensity,industrial wastewater pollution intensity,tertiary industry output value in GDP is the highest.From the perspective of all dimensions,the influence of environmental resilience of water resources is the strongest,while the influence of environmental driving force of water resources is the weakest.From the interactive detection results,there are obvious double factor enhancement effect and nonlinear enhancement effect among the factors.(5)According to the spatial combination of the coupling coordination degree level of Guiyang’s high-quality economic development and water resources environment and the supporting power level of water resources environment in 2020,four regulation areas are divided,and corresponding development countermeasures and suggestions are put forward from the aspects of industrial structure adjustment,water resources supply and utilization optimization,water ecological environment protection and prevention. |
