| Since its reform and opening up,China’s economy has grown by leaps and bounds,and its achievements have been world-renowned and have amazed the world.The rapid industrialisation of cities and urbanisation has provided a powerful impetus for China’s economic growth,enabling the country to rise to become the world’s second largest economy and influence the stability of the world’s economic markets in just a few decades.However,this economic success has been achieved to a large extent through massive investment in energy and resources,and many problems such as inefficient use of energy and resources and environmental pollution in cities have become increasingly apparent and need to be addressed.In the new situation,the 20 th National Congress report has clearly proposed that "promoting green and low-carbon economic and social development is a key link in achieving high-quality development",and that we should accelerate green development and promote the harmonious coexistence of man and nature.Respecting nature,responding to nature and protecting nature are the inherent requirements for building a modern socialist country.Based on the panel data of 57 major cities in the North China Plain,this paper measures the green development efficiency of 57 major cities in a total of 10 years from 2010-2019 using the unguided Super-SBM model and analyses their spatial and temporal evolution characteristics as well as the degree of unbalanced development.Then,the level of economic development,employment structure,education level and environmental regulation are taken as explanatory variables and their influence on the green development efficiency of the North China Plain is analysed using the Tobit model,and finally the spatial variability of the influence of each influencing factor on the degree of green development efficiency is explored using the GWR model.The results of the study show that:(1)in the time dimension,the green development efficiency of the North China Plain as a whole is moving forward in a tortuous manner,with a more obvious trend of improvement;(2)in the spatial dimension,the green development efficiency within the North China Plain shows geographical differences,with the "high-efficiency zones" mainly located in the northern,central-eastern and The "high efficiency zones" are mainly located in the northern,central-eastern and southwestern parts of the North China Plain.The green development efficiency zone has an S-shaped distribution and the unevenness measure shows that the cities are moving towards a balanced development.(3)From the results of the analysis of the influencing factors,the level of economic development and environmental regulations have a significant role in promoting green development efficiency,while the employment structure has a hindering effect.(3)From the results of the analysis of the influencing factors,the level of economic development and environmental regulation have a significant role in promoting green development efficiency,while the employment structure has a hindering effect,and the level of education and green development efficiency show a "U" shaped relationship of first decreasing and then increasing.There is also spatial variability in the impact of different influencing factors on the efficiency of green development.Based on the results of the above study,the gaps and problems are identified from a practical perspective,and on the basis of giving full play to the advantages of each region’s resource endowment,ways and means and policy recommendations suitable for each region to enhance the efficiency of green development are formulated,which also provide certain reference and learning value for other regions to accelerate green and high-quality development. |
