In 2020,in the reality of the normalization of the new crown epidemic,China's GDP will reach 101.6 trillion yuan,breaking the 100 trillion mark for the first time in history,becoming the only country in the world that has achieved positive economic growth,and its economic volume has ranked second in the world.However,the excessive consumption of natural resources,the imbalance of industrial structure,environmental destruction and other traditional economic growth methods have become more and more obvious.More and more experts and scholars have realized that coordinating the relationship between economy,resources and environment while economic growth is An important issue for the long-term stability of human society.Since the founding of the People's Republic of China in 1949,a number of oil and gas resource-based cities have been established based on oil and gas resources,which have provided tremendous impetus for the economic development of the Republic.These oil and gas resource-based cities have unbalanced industrial structure and reduced resource volume,and are inevitably caught in a development dilemma.Exploring new economic growth models is crucial to the development of oil and gas resource-based cities.Therefore,economic green growth is an inevitable choice for the development of oil and gas resource-based cities in the new era.What is the status quo of the economic green growth of oil and gas resource-based cities?Which indicators can evaluate the green growth efficiency of oil and gas resource-based cities?What factors can affect the green growth efficiency of oil and gas resource-based cities?Starting from these issues,combing domestic and foreign literature on green growth theory,efficiency evaluation,and influencing factors,expounding relevant concepts and theories,analyzing the current status of green growth in oil and gas resource-based cities,and constructing a green growth evaluation index system for oil and gas resource-based cities.Panel data of 20 oil and gas resource-based cities such as Jinzhou,Panjin,Songyuan,Daqing,Yangzhou,Dongying,etc.from 2011 to 2019,using Max DEA software,combined with the DEA-SBM model and Malmquist-Luenberger index,to analyze oil and gas resources from both static and dynamic perspectives Evaluate the green growth efficiency of large-scale cities.Using STATA15.0 software,the random effect panel Tobit model is used to analyze the key factors affecting the green growth of oil and gas resource-based cities,and based on the analysis results,countermeasures and suggestions to improve the green growth efficiency of oil and gas resource-based cities are given.The results of the analysis of green growth efficiency and influencing factors of oil and gas resource-based cities show that the average static efficiency of green growth in oil and gas resource-based cities has not reached 1,and there is efficiency loss,which has not reached the Pareto optimal state;more than half of oil and gas resource-based cities have green growth.The factor productivity ML value is greater than 1,and the development trend of green growth is good;green technological innovation and industrial structure upgrading can promote the green growth of oil and gas resource-based cities,and the latter has a greater impact.The degree of opening up and environmental regulations are all given to oil and gas resource-based cities.The green growth of the city has brought a negative impact,but the impact coefficients of the two are relatively small,and they do not show obvious inhibition.All four variables have reached a statistical significance level of 1%.Combined with the analysis results,the countermeasures and suggestions given in this article are: continue to encourage green technological innovation in oil and gas resource-based cities,accelerate the upgrading of regional industrial structure,rationally guide foreign direct investment,and continue to strengthen environmental protection.
