The generalized grey target decision method for mixed attributes has a variety of heterogeneous information, such as different types of decision-making scheme indicators and weight data, different methods for determining attribute weight, different attribute preferences of decision-makers and diversity of final decision-making basis.Different information fusion methods make the results of decision-making schemes different. So it is necessary to conduct in-depth research on the generalized grey target decision methods for mixed attribute with heterogeneous information from the perspective of information fusion to ensure the rationality of decision results. Therefore, this paper focuses on the fusion of heterogeneous information for the generalized grey target decision method with mixed attributes from the three levels:decision scheme index data, decision evaluation process and decision method. And it takes the livable evaluation of sub-provincial cities in China during the 13 th Five-Year Plan as an example for application analysis.Firstly,in order to improve the accuracy of uncertainty transformation,a relative optimal degree evaluation model is proposed to evaluate the transformation method of uncertainty. The results of numerical simulation show that the transformation method of’ mean + maximum deviation ’ is relatively optimal.Secondly, the objective weight is determined by the comprehensive Gini-Simpson index weighting method, and the subjective weight is determined by the expert weighting method.Aiming at the problem that combination weighting cannot be effectively fused,a subjective and objective weight fusion model based on variation coefficient method is proposed. Finally,in order to solve the fusion problem of different types of decision methods,a decision-making basis fusion model based on deviation maximization method is proposed, and the stability of the combined decision results is analyzed by Spearman correlation coefficient. In order to verify the rationality of the proposed heterogeneous information fusion method, the evaluation index system of urban livability is established to evaluate the livability. This paper evaluates the livability of sub-provincial cities in China during the13 th Five-Year Plan period, and puts forward corresponding improvement suggestions for the most unsuitable cities. The example application verifies the rationality and applicability of the proposed heterogeneous information fusion method in the generalized grey target decision method with mixed attributes.
